COMMITTEE REPORT
Monticello Street & Road Commission

Our Commission met for an organizational meeting on Wed.,
January 30, 1974 with one member, Milton Olson, missing. This
meeting was also attended by Gary Pringle, the City Attorney,
and Kevin LaFrance, the Village Administrator, who explained
our duties and responsibilities as a commission.
Upon reviewing our various responsibilities it was decided
by the members to study the Fourth Street issues first, due to
the time element in conjunction with the S~xpreme Court schedule.
Upon discussion by our committtee it was the general concensus
of opinion to come up with a proposal which was mutually accept-
able and could be presented realistically to the Special Com-
mittee of the School Board; the ultimate goal being to resolve
the issue on a local basis without carrying it any further
through the Courts.
On Thursday, January 31., our committee met with the
following members present: Arve Grimsmo
Dale Lungwitz
Bob Rierson
Milton Olson,
along with the two-member committee from the School Board
consisting of Bernard Kirscht and Dr. Don Maus. The following
proposal in several parts was presented at this meeting:
1. The Village would agree to legally vacate
West Fourth Street from Hwy. 25 to Walnut St.
2. The Village would deed ownership of said property
to the School District.
a. Said Deed would carry the stipulation that
said property would revert to the City at
such time as the said property ceases to be
necessary for use as a playground area.
3. The School District would agree to keep the street
open for travel during non-school hours.
All costs of labor and materials for opening and

closing of the Street will be born by the Village.
After considerable discussion the School Board representatives
stated that in their opinion our proposal was reasonable, as their
only concern was the safety of the children during school hours.
They then stated that the proposal would be presented to the
entire Board at their next scheduled meeting on February 4, 1974•
On February 5, 1974 our Commission was notified by the
Special Committee of the School Board that our proposal was
favorably considered by the School Board; and a resolution was
made to accept said proposal. They further stated they would
like to see the Village redesignate the two blocks of County
State Aid. Road from Locust St. to Hwy• 25, which would be affected
by the closing, to a different area as soon as possible. They
also would like to see temporary barricades put up during school
hours, as soon as possible.
It is the recommendation of our committee that the above
outlined proposal, along with the requests of the School Board,
be favorably acted upon and implemented as soon as possible.
Additionally, the following items of business were discussed:
1. At the first meeting the following officers were
selected: Arve Grimsmo, Chai:r~man

Bob Rierson, Secretary
Milton Olson, Member
2. Agreed to hold meetings as necessary, rather than
on a scheduled basis.
3. Discussed and ~~.greed to hold future meetings with
City employees to hear grievances and suggestions
for improvement.
