SPECIAL MEETING — MONTICELLO CITY COUNCIL
Monday, October 26, 2009 — 5:00 p.m.

1. Call to Order
Mayor Herbst called the meeting to order at 5 p.m.
2. City Administrator annual review
City Administrator, Jeff O'Neill and Council members met for Jeffs evaluation. Council
members reviewed evaluation worksheet and provided feedback to O'Neill to assist him
in advancing his performance and that of the various City Departments. O'Neill noted
that he will compile the information for his use as important guide during the following
year.
3. Workshop - City Snow Removal Policy and discussion of pathway plowins
Tom Moores summarized the information to present to Council for the workshop. He
noted the proposed changes to the snow removal route. Gillard Avenue will be changed
to a primary route, School Blvd from Hwy 25 to be extended to Redford Lane as a
secondary route, and parking lots added for Prairie West and Headend Building. Tom
also reviewed changes to the path and sidewalk plowing. Most changes in this area are
due to sidewalks used when walking to school. Tom noted that he will be making a short
presentation on the snowmobile route through the City at the beginning of the regular
meeting. This topic was also reviewed during the October 21st Police Advisory
Commission meeting.
Clint Herbst asked about use of ATV's on routes that are also used by snowmobiles.
Tom Moores noted that is not allowed. Clint Herbst asked him to mention that during his
presentation at the Council meeting.
Brian Stumpf suggested that wording such as "his designee" in the Snow Removal Policy
should probably be changed to "his /her or their designee."
Tom Moores asked for a clarification on use of overtime for snow removal. He was of
the understanding they are supposed to avoid any overtime. Clint Herbst said that should
not apply to snow removal. Jeff O'Neill also explained that the overtime restrictions
were meant to apply to general work weeks when employees reached 40 hours and were
allowed to take a day off to avoid overtime. If there is a snow emergency, crews would
be called out even if overtime would be required.

Tom Moores explained the sidewalk and pathway snow removal map. Public Works
would like to add a short stretch that connects Gillard to the path leading to the sliding
hill by River Mill additions. They would attempt to restrict snow removal on paths and
sidewalks to regular hours without using overtime.
Glen Posusta asked why the City does not plow sidewalk along Meadow Oak Av (owned
by Weinand). Tom Moores noted that the policy states that the City does not remove
snow on private sidewalks and that section is on private property. Clint Herbst asked
which pathways the City does not plow. Tom Moores noted which ones as indicated on
the map. Clint Herbst wanted to make sure the goal is to clear pathways where there are
larger numbers of people and leave the ones that don't get any traffic. Tom Moores
noted that there is an area in Wildwood Ridge where walkers must use a city street as
there is a section without pathway. Consensus is to take a closer look at that in the future
to see if a pathway or sidewalk should be added.
Tom Moores summarized some of the changes for sidewalk/pathway snow removal:
Gillard Avenue path, Edmonson Avenue path, and sidewalk section along E 7`i' St by St
Henry's Church. Council asked to have Meadow Oak sidewalk added between Co Rd 18
and the Meadow Oak playfields. Clint Herbst also noted that it is helpful to keep the
pathways clean to discourage snowmobilers from using them.
Jeff O'Neill asked about clearing of the sidewalk along Chelsea Road at the corner of
Hwy 25 by General Rental, Tom Moores noted that is supposed to be cleared by General
Rental but City does make sure this section is plowed.
Tom Moores explained City's plan to work with de- icing; this is a very new process and
a first for the City. A brine is spread on road surfaces prior to a snowfall and helps to
minimize icy conditions. It is intended to use this on main arteries and primary routes to
see how it works. It is anticipated that it will save money.
Jeff O'Neill asked what tasks would be affected if pathways and sidewalks are plowed
without using overtime. He was wondering if that would mean skating rinks or other
things would not be taken care of quite as quickly. Tom Moores said that staff had
discussed this and does not think there would be much affect on the work. They would
still focus on getting as much done as quickly as possible.
Brian Stumpf asked Tam Moores to explain primary and secondary routes. Tom Moores
explained that primary routes focus on emergency routes such as for the hospital and fire
department and connections to main roads. Tom also explained why certain equipment is
used in certain areas to maximize the equipment and operators that they have.
