SPECIAL MEETING - MONTICELLO CITY COUNCIL
Wednesday, April 23, 1997 - 4:30 p.m.
Members Present: Bill Fair, Roger Carlson, Bruce Thielen, Clint Herbst, Brian
Stumpf
Members Absent: None
2. Approval of minutes of the special meeting held March 15, 1997.
A MOTION WAS MADE BY BRIAN STUMPF AND SECONDED BY ROGER
CARLSON TO APPROVE THE MINUTES OF THE SPECIAL MEETING HELD
MARCH 15, 1997, AS WRITTEN. Motion carried unanimously.
3. Prioritization workshop.
Assistant Administrator O'Neill presented the list of community attributes as
outlined by Council at their March 15, 1997, meeting, which included the
categories of aesthetics, community, cultural, economic, recreational, and
spiritual. He noted that staff would be presenting a vision statement for
Council review in the future.
O'Neill then reviewed four categories of policies:
1. Policies about ends, specifying results, recipients, and costs of
results intended;
2. Policies that provide boundaries or limitations to the authority
of the City Administrator, including methods, practices,
situations, and conduct;
3. Policies that prescribe how the City Council itself will operate;
4. Policies that delineate the manner in which governance is
linked to management.
Mayor Fair suggested that each Council member review the policy categories
and attribute list and then discuss possible policy statements. Annual
budget planning would be critical in order to allow commissions the authority
to reach the desired goals. In addition, Mayor Fair noted that the Council
would need to decide what standards City staff must meet.
Councilmember Bruce Thielen noted that commissions should be given a goal
and an outcome, along with a benchmark to measure success, and
performance and successes should be reviewed yearly.

Council discussed establishing a joint meeting with commissions to discuss
goals and visions for the community. It was noted that Council and staff
should review the four policy categories and discuss the various visions of
those policies in order to identify the value system for the community.
Council then focused on individual ratings given to items on the
prioritization worksheet. After discussion, it was the consensus of Council to
review the ratings and give comments to the Assistant Administrator by
April 28, at which time the Council would schedule a workshop to continue
discussion.

THIELEN TO ADJOURN THE MEETING. Motion carried unanimously.
