SPECIAL MEETING - MONTICELLO CITY COUNCIL
Wednesday, May 21, 1997 - 4 p.m.
Members Present: Bill Fair, Roger Carlson, Bruce Thielen
Members Absent: Clint Herbst, Brian Stumpf
A special meeting of the City Council was held for the purpose of continued review
of the priority worksheet and goals and policies.
Assistant Administrator Jeff O'Neill reported that at the last priority workshop,
staff was directed to update the priority worksheet from comments made by City
Council members and return to Council with a draft copy of governing policies.
Council reviewed and discussed the 22 top ranked items on the priority worksheet.
A final worksheet will be prepared incorporating the changes as directed by
Council.
After discussion of the priority worksheet, it was the consensus of Council to set a
joint commission meeting for Monday, June 30, 1997, at 5 p.m. at city hall for the
purpose of discussing priorities with the various city commissions. City staff was
directed to prepare and present an agenda to the City Council for approval prior to
the joint meeting.
Discussion then focused on the proposed City Council Governing Policies presented
by staff, which consisted of Ends Policies --Vision; Administrative Authority
Policies --Boundaries & Limitations for the City Administrator; City Council
Operational Policies; and Management/Governance Linkage Policies.
After discussion, it was the consensus of Council that staff would prepare a draft
vision statement using the information gathered so far, including attributes as
defined by Council at a previous priority workshop, for distribution to Council at
the May 27 Council meeting.
There being no further business, the meeting was adjourned.
