Planning Commission Minutes 07-07-2009MINUTES MONTICELLO PLANNING COMMISSION July 7 "" 2009 6:00 PM — Mississippi Room, Monticello Community Center Commissioners: Rod Dragsten, Charlotte Gabler, Lloyd Hilgart, William Spartz, and Barry Voight Council Liaison: Susie Wojchouski Staff: Angela Schumann, Gary Anderson, Steve Grittman — NAC Call to order. Chairman Dragsten called the meeting to order and noted the full quorum of the Commission present, along with the presence of Council Liaison Wojchouski. 2. Consideration to approve the Planning Commission minutes of May 5th, 2009 and June 2nd 2009. MOTION BY COMMISSIONER VOIGHT TO APPROVE THE MINUTES OF MAY 5th, 2009. MOTION SECONDED BY COMMISSIONER SPARTZ. MOTION CARRIED, 5 -0. MOTION BY COMMISSIONER SPARTZ TO APPROVE THE MINUTES OF JUNE 2nd 2009. MOTION SECONDED BY COMMISSIONER VOIGHT. MOTION CARRIED, 5 -0. 3. Citizen Comments. NONE. 4. Consideration of adding items to the agenda. Chairman Dragsten requested an update on a proposed joint meeting with the City Council. 5. Public Hearing - Consideration of an amendment to the Monticello Zoning Ordinance, Chapter 3, regulating Signs as related to signage for institutional uses. Community Development Director Schumann provided the staff report, stating that in April of this year, the City adopted a new sign ordinance. The sign ordinance was the result of much work by the Planning Commission and community, and has so far been working very well. Planning Commission Minutes — 07/07/09 Schumann stated that staff is requesting that the Planning Commission consider an amendment to the new ordinance for the purpose of including institutional uses as an allowable land use type for dynamic displays. The new ordinance allows for the use of dynamic displays in commercial and industrial districts, but does not include a provision which would allow these types of displays at schools, municipal facilities, churches or hospitals. As Commission may recall, there was discussion of including these types of uses in the allowable provisions for dynamic signs, but that language was not included in the final version of the ordinance document. Staff is proposing the amendment to the ordinance in order to provide that allowance. Commissioner Spartz asked how this item was discovered. Schumann explained that the Middle School was making some parking lot improvements and proposed a sign in conjunction with those improvements and it was noted due to that construction. Planner Grittman recommended one adjustment, changing "churches" to "religious institutions." MOTION BY COMMISSIONER SPARTZ TO RECOMMEND ADOPTION OF AN AMENDMENT TO THE MONTICELLO ZONING ORDINANCE, CHAPTER 3A — SIGNS, AS RELATED TO SIGNAGE FOR INSTITUTIONAL USES AS ADJUSTED BY THE PLANNING COMMISSION. MOTION SECONDED BY COMMISSIONER GABLER. MOTION CARRIED, 5 -0. Community Development Director's Update. Schumann noted that a final copy of the Development Listening Sessions had been provided to the Commissioners. Special Workshop Schumann reported that the special workshop is proposed for July 21st, 2009 at 5:00 PM. Commissioner Hilgart requested clarification on the signage allowed in residential districts.
