City Council Resolution 2015-16CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2015-016 APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE WASTE WATER TREATMENT FACILITY PHOSPHOROUS REDUCTION AND DIGESTER COVER IMPROVEMENTS CITY PROJECT NO. 14CO02 WHEREAS, pursuant to a Resolution approved by the City Council on July 28, 2014 and September 22, 2014, the City Engineer has prepared plans and specifications for the Waste Water Treatment Facility Phosphorous Reduction and Digester Cover Improvements described as follows: WHEREAS, the City Engineer has presented such plans and specifications to the Council for approval on March 23, 2015; NOW THEREFORE, RE IT RESOLVED B THE CITY COUNCIL OF MONTICELLO, MINWESOTA: 1. Such plans and specifications, a copy of which is on file in the office of the City Clerk, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Star Tribune and/or Construction Bulletin an advertisement for bid upon the making of such improvement under such approved plans and specifications. The advertisement shall be published no less than three weeks before the last day for submission of bids, once in the City's legal publication and at least once in either a newspaper published in a city of the first class or a trade paper. To be eligible as a trade paper, a publication shall have all the qualifications of a legal newspaper except that, instead of the requirement that it shall contain general and local news, such trade paper shall contain building and construction news of interest to contractors in this state, among whom it shall have a general circulation. The advertisement shall specify the work to be done, and shall state that bids will be opened at 10 a.m. on May 28, 2015, and that the award of the bid and the responsibility of the bidders will be considered by the City Council at 7 p.m. on June 8, 2015 in the Council Chambers of City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City for 5% of the amount of such bid.
