RESOLUTION NO. 2015-026
A RESOLUTION OF THE MONTICELLO CITY COUNCIL APPROVING A
REZONING FROM A -O, AGRICULTURAL OPEN SPACE
TO I -1, LIGHT INDUSTRIAL FOR
LOT 1, BLOCK 1, FIRST LAKE SUBSTATION ADDITION
WHEREAS, Xcel Energy has submitted an application for approval of the rezoning, as well as
platting of a parcel of land to utilize the property for electrical substation purposes; and
WHEREAS, the property in question is guided for industrial uses under the "Places to Work"
category in the Monticello Comprehensive Plan; and
WHEREAS, the rezoning requests are accommodated in the City's zoning ordinance when they
meet specific criteria, including changing conditions; and
WHEREAS, the proposed project is consistent with the requirements of the zoning ordinance for
consideration of rezoning requests; and
WHEREAS, the proposed project will continue to meet the goals and policies of the Monticello
Comprehensive Plan; and
WHEREAS, the Planning Commission held a public hearing on April 7, 2015 on the application
and the applicant and members of the public were provided the opportunity to present
information to the Planning Commission; and
WHEREAS, the City Council has considered all of the comments and the staff report, which are
incorporated by reference into the resolution; and
WHEREAS, the City Council of the City of Monticello hereby makes the following Findings of
Fact in relation to the recommendation of approval:
1. The property is guided for industrial uses, consistent with the proposed use and
zoning.
2. The proposed plat is consistent with all of the City's subdivision regulations.
3. The use meets the performance requirements for Utility installations as identified by
the Planning Commission.
4. The use will not overburden the City's street or utility services.
5. The use will not create undue levels of traffic or other negative impacts.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Monticello,
Minnesota:
The Monticello City Council hereby adopts Ordinance No.614, rezoning the subject property
from A -O, Agricultural Open Space to I -1, Light Industrial.
ADOPTED this 27th day of April, 2015, by the City Council of the City of Monticello,
Minnesota.
