RESOLUTION NO. 2015-030
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
AND ADVERTISEMENT FOR BIDS
{SCHOOL BLVD/FALLON AVE & 85TH ST IMPROVEMENTS,
CITY PROJECT NO. 14CO031
WHEREAS, pursuant to a motion passed by the Council on February 9th, 2015 the City Council
approved Resolution #2015 -008 and #2015 -009 ordering the project and authorizing preparation
of plans and specifications for School Blvd & Fallon & 85th St. improvements, City Project No.
140003, and;
WHEREAS; WSB has prepared the final plans and specifications and has presented them to the
City Council for approval, and;
WHEREAS, the final plans and specifications consist of options for improvements to Pioneer
Park pathway, and;
NOW THEREFORE, BE IT RESOL VED BY THE CITY COUNCIL OF MONTICELLO,
MINNESOTA:
1. Such plans and specifications, a copy of which is on file in the office of the City Clerk, are
hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and Finance &
Commerce paper an advertisement for bid upon the making of such improvement under
such approved plans and specifications. The advertisement shall be published no less than
three weeks before the last day for submission of bids, once the City's legal publication
and at least once in either a newspaper published in a city of the first class or a trade paper.
To be eligible as a trade paper, a publication shall have all the qualifications of a legal
newspaper except that, instead of the requirement that it shall contain general and local
news, such trade paper shall contain building and construction news of interest to
contractors in this state, among whom it shall have a general circulation.
3. Any bidder whose responsibility is questioned during consideration of the bid will be
given an opportunity to address the Council on the issue of responsibility. No bids will be
considered unless sealed and filed with the Clerk and accompanied by a cash deposit,
cashier's check, bid bond or certified check payable to the City for five percent of the
amount of such bid.
