City Council Resolution 2010-64CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2010-64 APPROVING PLANS AND SPECIFICATIONS, ACCEPTING QUOTES, AND AWARDING CONTRACT FOR BLOCK 35 MUNICIPAL PARKING LOT COMMON -USE DUMPSTER ENCLOSURES, CITY PROJECT NO. 100008 WHEREAS, pursuant to a motion approved by the City Council on July 26, 2010, and on September 13, 2010, the City Engineer has prepared plans and specifications for the Block 35 Municipal Parking Lot Common -Use Dumpster Enclosures and related improvements; and WHEREAS, the City Engineer has presented such plans and specifications to the Council for consideration on October 11, 2010 and continued to October 25, 2010 for approval; and WHEREAS, the City has solicited quotes for the Block 35 Municipal Parking Lot Common -Use Dumpster Enclosures according to the plans and specifications; quotes were received, opened, and tabulated, and the following quotes were found to comply with said plans and specifications: CONTRACTOR TOTAL BASE QUOTE Fuller Concrete & Masonry $17,447.99 WHEREAS, the quote submitted by Fuller Concrete and Masonry, Maple Lake, MN in the amount of $17,447.99 for the total amount for said project, in accordance with the plans and specifications, was the lowest responsible quote and shall be and hereby is accepted; and WHEREAS, property owners within Block 35 of the Original Plat in the City of Monticello who sign assessment agreements related to said Common -Use Dumpster Enclosures will be assessed their share of 100% of the costs of the improvements; and WHEREAS, the City of Monticello may institute a pilot project for non-residential trash collection in Block 35 of the Original Plat for any businesses located within this block and participating in the Common -Use Dumpster Enclosures, City Project 100008. NO W THEREFORE, BE IT RESOL VED B Y THE CITY COUNCIL OF MONTICELL O, MINNESOTA: 1. Such plans and specifications, a copy of which is on file in the office of the City Clerk, are hereby approved. 2. Quotes submitted for the project according to the plans and specifications are hereby accepted. 3. The Mayor and City Administrator are hereby authorized and directed to enter into a contract with said company, represented by the low quote, for the construction of said improvements for and on behalf of the City of Monticello. 4. The Council authorizes a portion of the project to be constructed at this time, contingent upon participation by a minimum of four property owners who sign assessment agreements. Said project to include: • Construction of concrete pads for two dumpster enclosures • Construction of one dumpster enclosure with grease compartment • Roof style to be altered and constructed by Public Works employees 5. The Council considered the proposed improvements for said Common -Use Dumpster Enclosures in accordance with the plans and specifications and approves the assessment of benefitting properties for the cost of the improvements pursuant to Minnesota Statutes, Chapter 429 up to an estimated total cost of $17,447.99, or a portion thereof for the work authorized by the City Council at this hearing. 6. An assessment roll shall be prepared for those property owners who sign assessment agreements to be assessed their share of 100% of the costs of the Block 35 Municipal Parking Lot Common -Use Dumpster Enclosures, City Project 100008. Said assessments to include 100% of costs for one dumpster enclosure and pad, with second concrete pad to be assessed at such time that the second dumpster enclosure is constructed. 7. Property/business owners shall be responsible for cost of garbage collection services and routine maintenance of dumpster enclosures. 8. The City of Monticello may implement and coordinate, as a pilot project, a non- residential trash collection system, in conjunction with property and business owners of Block 35 that participate in City Project 100008.
