Regular Meeting, Tuesday, May 5, 2015 — 7:00 a.m.

1. Call to Order.
The meeting was called to order at 7:00 a.m.
2. Approve Minutes:
a. April 7, 2015
TARA THURBER MOVED TO APPROVE THE MINUTES OF THE REGULAR
IEDC MEETING ON APRIL 7, 2015. MOTION SECONDED BY BILL TAPPER.
MOTION CARRIED UNANIMOUSLY, 10 -0.
3. Consideration of adding items to the agenda.
• BCOL Update (Schumann)
4. Reports:
a. Economic Development Report: The Economic Development Report was included in the
agenda packet for review by the IEDC. Topics covered in the report included:
1) Solar Energy Update
2) Xcei Energy Substation
3) EDA Work Plan
4) Planning Commission
5) Market Matching
b) Table Topic Scheduling
7) TAC Update
Jeff O'Neill provided an overview of Xcel Energy's statement to PUC along with the petition
filed by solar providers.
Tim O'Conner noted that the utility scale solar impacts the grid system. Solar companies
indicate that is the utility's cost, which is then passed onto customers for upgrade. The true

costs are not yet understood based upon the impact of regulation vs. deregulation. They are
looking at 80 -100 megawatts with the first round of the community solar garden.
b. City Council: Staff and Council representatives provided project and issue updates and
responded to questions.
c. Chamber of Commerce & Industry: Marcy Anderson provided a brief Chamber update
noting that the Annual Chamber Golf Tournament would be held on Thursday.
d. TAC: Staff provided a status update about ongoing and upcoming transportation issues and
projects.
