City Council Minutes 12-08-2014 Special (City Adm)MINUTES SPECIAL MEETING — MONTICELLO CITY COUNCIL Monday, December 8, 2014 — 5:15 p.m. North Mississippi Room, Monticello Community Center Present: Clint Herbst, Tom Perrault, Glen Posusta, Brian Stumpf Absent: Lloyd Hilgart Others: Jeff O'Neill 1. Call to Order Mayor Herbst called the special meeting to order at 5:15 p.m. in the Academy Room of the Community Center. 2. Purpose of Meeting: City Administrator Evaluation Clint Herbst announced the purpose of the meeting is for Council members to offer comments on the annual evaluation of City Administrator Jeff O'Neill. 3. Review and evaluation with Jeff O'Neill, City Administrator Jeff O'Neill mentioned that he is not eligible for a step increase as he is at the top of the scale. Jeff O'Neill noted that he provided an evaluation form with the council packet for Council members to rate and comment. He also provided a project list for Council to review. Jeff O'Neill commented briefly on the project list noting that a number of the projects are incorporated into employee responsibilities and would be performed by staff members. Clint Herbst suggested that the new Council schedule a workshop to go through the project list to be aware of priorities and items that are out there. There was a brief discussion of FiberNet status and Jeff's role in that entity versus his role with overall administration of city departments. Glen Posusta suggested that eventually a general manager would probably be needed. Clint Herbst mentioned that the MN Public Broadband Alliance may be able to provide some guidance in that area. Clint Herbst suggested that council members provide input on areas where Jeff could improve as city administrator, Brian Stumpf discussed Jeff O'Neill's role with city personnel. Brian Stumpf feels more information should be provided to council as a whole, rather than to individual council members. Tom Perrault asked about the role of the FiberNet Advisory Board and how Jeff O'Neill provides information to them. He also commented on the FiberNet packet provided to candidates. City Council Special Meeting Minutes — December 8, 2014 Page 1 Clint Herbst noted that phone calls to the public are being answered more promptly. Clint summarized by saying that he feels Jeff has done a very good job over the years and that he has made some positive steps in the areas that Council had cited for improvement. Brian Stumpf noted that Jeff O'Neill gave up some days of vacation in 2013 in order to work on some high level issues with FiberNet. He expressed appreciation to Jeff for doing that. Jeff O'Neill shared some comments about ongoing projects and FiberNet with Council, noting that he will bring forward discussions related to adequate staffing and prioritizing of work. There were discussions on some of the items on the project list. Glen Posusta asked Jeff O'Neill to add dog licensing to the project list because he has found there are a lot of unlicensed dogs in the city. Brian Stumpf also suggested adding the sale of the biosolids farm land to the list. Clint Herbst suggested a dog park could be combined with the dog licensing efforts and Glen Posusta recommended doing a citizen survey to determine interest. Glen Posusta asked about the proposal for a storage building, which Jeff O'Neill explained was related to storage needs for the Chamber and some community non -profit groups. Glen Posusta asked about the formation of a group to share input on FiberNet subscriptions Jeff O'Neill explained this was suggested by Brian Estrem as related to phone, internet, and video customers. Jeff O'Neill also noted that expenses related to obtaining video content are on the increase, and video fees charged for service will need to be increased proportionately. Clint Herbst asked the rest of the Council members what they think about transitioning to I -pads for council meeting packets. There was some interest, but Tom Perrault said he would still like the ability to get hard copies. Clint Herbst asked Jeff O'Neill about hiring a facilitator; Jeff O'Neill explained that consist of finding a consultant to work with staff and Council to figure out ways to make things more efficient. 4.
