IEDC Minutes 06-02-2015MINUTES INDUSTRIAL & ECONOMIC DEVELOPMENT COMMITTEE (IEDC) Regular Meeting, Tuesday, June 2, 2015 — 7:00 a.m. Doom Island Room, Monticello Community Center Members Present: Pat Thompson, Joni Pawelk, Wayne Elam, Luke Dahlheimer, Bill Tapper, Zona Gutzwiller, Steve Johnson, Tim Laitinen Members Absent: Dick Van Allen, Jim Johnson, Mary Barger, Don Roberts, Tara Thurber, Tim O'Connor Other Attendees: Jeff O'Neill, Angela Schumann, Lloyd Hilgart, Scott Johnson & Sean Lawler, Xcel Energy, Duane Northhagen, WCEDP 1. Call to Order. The meeting was called to order at 7:00 a.m. 2. Approve Minutes: STEVE JOHNSON MOVED TO APPROVE THE MINUTES OF THE REGULAR IEDC MEETING ON MAY 5, 2015. MOTION SECONDED BY BILL TAPPER. MOTION CARRIED UNANIMOUSLY, 8-0. 3. Consideration of adding items to the agenda. • July Meeting: Cancel July Meeting BILL TAPPER MOVED TO CANCEL THE JULY MEETING. MOTION SECONDED BY LUKE DAHLHEIMER. MOTION CARRIED UNANIMOUSLY, 8-0. 4. Reports: a. Economic Development Report: The Economic Development Report was included in the agenda packet for review by the IEDC. Topics covered in the report included: 1) EDA Annual Work Plan 2) Economic Development Position 3) EDA/HRA Levy 4) Block 34 Update 5) Solar Energy Update: The IEDC reviewed a draft letter prepared by the City of Monticello as comments in regard to the community solar garden program to the Public Utilities Commission. A hearing has been scheduled for June 25th on the issue. A summary of the hearing will be emailed to the IEDC. IEDC —June 2, 2015 Page 1 of 2 6) TAC Update: Jeff O'Neill indicated that there is currently no progress on the I -94 Coalition for funding at this time. 7) Planning Commission Agenda b. City Council: Staff and Council representatives provided project and issue updates and responded to questions. c. Chamber of Commerce & Industry: Marcy Anderson provided a brief Chamber update noting that the 20'' Annual Walk & Roll pathway celebration will be held on Saturday, June 13' from 9am -lpm. The downtown block party will be held on July 8t', from 4:30 -9pm on Walnut Street between Cornerstone Cafe and State Farm Insurance. There will be kids games, family activities, food, music, and more. d. TAC: Staff provided a status update about ongoing and upcoming transportation issues and projects including the approved alignment for the Fallon Avenue overpass project. 5. Consideration to appoint an IEDC member as a liaison to Chamber discussions for temporary sign ordinance. Staff will be working with Chamber representatives over the next month(s) to help develop feedback and information related to temporary sign ordinances. The IEDC is asked to appoint a liaison to these discussions for purposes of providing a conduit between the two groups and to the Planning Commission. The consensus is to appoint IEDC Commissioner Steve Johnson as the liaison to the Chamber for the discussions. 6. June Table Topic — Xcel Energy Powerline Upgrades and Substations. Scott Johnson and Sean Lawler of Xcel Energy explained the plan for the substation and the powerline upgrades. The substation will be in the Otter Creek Crossing industrial park area. The area around the substation will be landscaped and the expected completion is in December 2016. 5. Adjournment DICK VAN ALLEN MOVED TO ADJOURN THE MEETING. MOTION SECONDED BY BILL TAPPER.
