The Friends continue to develop activities that enhance library services.
The Book and Toy Sale that was held in September raised more than $1,100 dollars.
Proceeds from this sale will be sent to the Texas Library Association's Disaster Relief
Fund to aid libraries in the Gulf Coast area and libraries that are impacted by evacuees'
need for services.
The volunteer program continues to expand. About 30 people attended volunteer
orientation sessions in August and September. Over 90% of these people have become
active volunteers in the library. The library workers appreciate this help.
The Friends have purchased tables for the program room and will soon buy computers,
software and tables for the children's area.
Ongoing programs include bilingual story time and hook chats. Future programs include
a book signing in November, the December Cultural Celebrations, an armchair travel
event and an idea-sharing gathering for Friends' groups in the area.
The next meeting of the FML Board is Monday, October 17 at 6:30 p.m. Interested
people are welcome to attend.

AUTHORIZATION: The authorization for establishing this board is set forth under
Minnesota Statutes, Chapter 134, and laws amendatory thereof or supplemental
thereto.
MEMBERSHIP: The Monticello Library Board shall consist of five (5) regular
members to be appointed by the City Council of Monticello. Said board shall consist
of no more than one member who is not a resident of the city.
TERM OF OFFICE: The term ofthe regular members shall be for three (3) years and
Shall be staggered so that no more than two members' terms expire in a given year.
All regular terms shall expire at the first City Council meeting of the new calendar
year.
V ACANCIES:}/acancies in said board shall be filled by a.o- .rfleillill.lu~the
Mayor ~ith Coullc/ii' approval. Any board member so appointed shall serVe the
remaining term of the vacated board member.
OFFICERS:
1. Elections: The Library Board shall elect from their membership at the first
meeting of the calendar year, a chair, vice chair and secretary who shaJl serve
for a term of one year.
2. Duties of Chair: The chair shaJl preside at all meetings of the Library Board.
3. Duties of Vice Chair: The vice chair shall act for the chair in his/her absence.
4. Duties of Secretary: The secretary shall keep the minutes and records of the
board.
MEETINGS: Regular meetings shall be held on a date established by the Library

Board and shall meet at a minimum of once a quarter. The meeting shall be open to
the general public. A majority of the board members shall constitute a quorum for the
transaction of business.
DUTIES OF THE BOARD: It shall be tAtduty of the Library Board, with library
staff assistance, to provide informatio~-the Monticello City Council and Great River -,f-
Regional Library regarding building space, program needs, user service~~ .~-"t:;

AMENDMENTS: This ordinance may be amended by the majority vote of the City
Council.
The ordinance establishing the Library Board was adopted in 1981 and was written in a manner
that allowed the Library Board considerable authority in items relating to the library, Since that
time the Monticello Library has become part of the Great River Regional Library so the City's
responsibility towards the library is different than when the ordinance was written,
In contacting other branches of the Grcat River Regional Library, they indicated that their Library
Board was not established by City ordinance, Most of the authority and duties given the Library
Board was spelled out in the by-laws of the Library Board, I am not certain that Monticello
Library Board has ever adopted any by-laws and this is something they may want to consider
doing, For now it is important to see that the ordinance is amended to reflect what the Library
Board actually does now,
Attached is a copy of the existing ordinance and a copy of the proposed ordinance amendment.
The primary change is the deletion of a number of provisions relating to expenditures, receipts
and budgeting, Also the original ordinance designated that one of the Library Board members
be a member of the City CounciL Normally the Council representative to a board or a
commission acts as liaison and is not an actual board member. The proposed ordinance
amendment eliminates the statement that the Councilmember shall be a board member, If the
Library Board does want the Councilmember to be an actual board member, then the Library
Board should increase the member number to six or eliminate one of the existing positions,
Although the Library Board can make a recommendation on an ordinance amendment, only the
City Council can adopt or amend an ordinance, In this case it is likely the Council would
approve an amendment since it would reflect what thc current situation is, Once the Library
Board approves the proposed amendment, it will be forwarded to the Council for their
consideration,
