RESOLUTION NO. 2011-13B
ORDERING IMPROVEMENTS AND AUTHORIZING PREPARATION
OF PLANS AND SPECIFICATIONS — AREA 4B
2011 STREET RECONSTRUCTION PROJECT
CITY PROJECT NO. 11C001
WHEREAS, a resolution was adopted by the City Council on February 14, 2011, accepting the
Feasibility Report for the 2011 Street Reconstruction Project, and calling for a Public Hearing on
February 28, 2011 on said proposed improvements; and
WHEREAS, after due Notice of Public Hearing was provided on the construction of said
proposed improvements for the 2011 Street Reconstruction Project: Area 4B — East River Street
from Cedar Street to approximately 1,100 feet east of Washington Street, as well as Palm, New,
Wright, Ramsey, Hennepin, and Washington Streets between East Broadway/CSAH 75 and East
River Street, and the reconstruction of paved surfaces in Ellison Park; and West River Street,
west of Wright CSAH 75. Improvements include the reconstruction of urban and rural section
roadways, curb and gutter replacement, sidewalk, pathway and storm sewer construction, utility
improvements and other appurtenant work. Optional improvements include East Bridge Park
parking lot reconstruction. A hearing was duly held on February 28, 2011 on said improvements
and the City Council heard all persons desiring to be heard on the matter and fully considered the
same; and
WHEREAS, at said hearing there was available a reasonable estimate of the amount to be
assessed and a description of the methodology was presented;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Monticello,
Minnesota as follows:
1. Said improvements are necessary, cost-effective, and feasible as detailed in the
Feasibility Report.
2. It is advisable, expedient and necessary that said improvements for Area 4B — East River
Street as described in the Notice of Hearing thereon be constructed, and the same are
hereby ordered made. Said improvements shall also be ordered for alternate bids
consisting of. (a) reconstruction of Ellison Park paved surfaces, including lowering and
installation of sanitary sewer and water services to east end of log shelter; and (b)
reconstruction of East Bridge Park parking lot.
3. The improvements described in said Notice of Hearing are hereby designated and shall be
known as the 2011 Street Reconstruction Project, City Project No. 11 C001.
4. The City Engineer along with consulting engineers, WSB & Associates, Inc. is hereby
directed to prepare final plans and specifications for said improvements.
5. The City Council shall let the contract for all or part of the work for said improvements
or order all or part of the work done by day labor or otherwise as authorized by
Minnesota Statutes, Section 429.041, Subdivision 2 within one year of the date of this
resolution ordering said improvements.
