ORDERING IMPROVEMENTS AND AUTHORIZING PREPARATION
OF PLANS AND SPECIFICATIONS
WALNUT STREET & 7TH STREET INTERSECTION IMPROVEMENTS
AN ADDENDUM TO CITY PROJECT NO. 11COO 1
WHEREAS, it is proposed to construct improvements to the West 7th Street and Walnut Street
Intersection including road reconstruction; replacement of curb, gutter and sidewalk; striping and
signage; and other appurtenant work; and
WHEREAS, at the Council meeting, there was made available a reasonable estimate of the
project and a description of the methodology was presented; and
WHEREAS, a resolution was adopted by the City Council on February 14, 2011, accepting the
Feasibility Report for the proposed 2011 Street Reconstruction Project, and calling for a Public
Hearing on February 28, 2011 on said proposed improvements; and
WHEREAS, after due Notice of Public Hearing was provided on the construction of said
proposed improvements for the 2011 Street Reconstruction Project: Area 4B — East River Street
from Cedar Street to approximately 1,100 feet east of Washington Street, as well as Palm, New,
Wright, Ramsey, Hennepin, and Washington Streets between East Broadway/CSAR 75 and East
River Street, and the reconstruction of paved surfaces in Ellison Park; and West River Street,
west of Wright CSAH 75. Improvements include the reconstruction of urban and rural section
roadways, curb and gutter replacement, sidewalk, pathway and storm sewer construction, utility
improvements and other appurtenant work. Optional improvements include East Bridge Park
parking lot reconstruction. A hearing was duly held on February 28, 2011 on said improvements
and the City Council heard all persons desiring to be heard on the matter and fully considered the
same; and
WHEREAS, it is reasonable and cost effective to bid this project with the proposed 2011 Street
Reconstruction project defined as: Area 4B — East River Street; West River Street north of
CSAH 75; Ellison Park paved surfaces and sewer extension; and East Bridge Park parking lot.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Monticello,
Minnesota as follows:
1. Said improvements are necessary, cost-effective, and feasible.
2. It is advisable, expedient and necessary that said improvements for the West 7th Street
and Walnut Street Intersection be constructed, and the same are hereby ordered made.
3. Said improvements shall be bid with the proposed 2011 Street Reconstruction Project,
City Project No. 11 C001.
4. The City Engineer along with consulting engineers, WSB & Associates, Inc. is hereby
directed to prepare final plans and specifications for said improvements.
5. The City Council shall let the contract for all or part of the work for said improvements
or order all or part of the work done by day labor or otherwise as authorized by
Minnesota Statutes, Section 429.041, Subdivision 2 within one year of the date of this
resolution ordering said improvements.
