A RESOLUTION RECOMMENDING APPROVAL OF AN AMENDMENT TO
CONDITIONAL USE PERMIT FOR PLANNED UNIT DEVELOPMENT FOR A
PROPOSED PARKING LOT EXPANSION FOR AN INDUSTRIAL USE.
WHEREAS, Cargill Kitchen Solutions has requested an Amendment to Conditional Use Permit
for Planned Unit Development for a proposed parking lot expansion for the property legally
described as Blocks 18, 19, and Lots 1 -6, Block 20, Original Plat Monticello, which is located in
the Central Community District; and
WHEREAS, the Planning Commission has reviewed the application for Conditional Use Permit
for Conditional Use Permit pursuant to the regulations of the Monticello Zoning Ordinance; and
WHEREAS, the Planning Commission held a public hearing on January 3rd, 2012 on the
application and the applicant and members of the public were provided the opportunity to present
information to the Planning Commission; and
WHEREAS, the Planning Commission has considered all of the comments and the staff report,
which are incorporated by reference into the resolution; and
WHEREAS, the Planning Commission of the City of Monticello makes the following Findings
of Fact in relation to the recommendation of approval:
1. The submitted application is in compliance with the 2008 Comprehensive Plan and the
1997 Downtown Revitalization Plan.
2. The proposed site improvements provide needed additional off- street parking supply to
address existing parking conflicts during multiple shift overlap, and extensive use of on-
street or other public parking in the area.
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of
Monticello, Minnesota:
Pursuant to Minn. Stat. §462.357, the application for Amendment to Conditional Use
Permit for Planned Unit Development for a proposed parking lot expansion within the
CCD is hereby recommended to the City Council for approval.
a) The recommendation for approval is subject to those Conditions as follows:
b) City Officials find the proposed north, south and east parking lot setbacks (all less
than 6 feet) to be acceptable.
c) Consideration be given to modifying the parking lot design to eliminate the proposed
dead -end drive aisle conditions. In this regard, a design similar to that depicted upon
attached Exhibit I be considered, or a similar plan with a reversed pattern of traffic
flow.
d) The applicant address the State's disabled parking requirements.
e) Landscaping is intensified along the western boundary with evergreen shrubs at least
36" to 48" in initial planting height.
f) No semi - trailer parking or outdoor storage shall be permitted in the proposed parking
area.
g) Issues related to grading and drainage shall be subject to review and comment by the
City Engineer.
h) Issues related to utilities shall be subject to review and comment by the City Utilities
Department.
