City Council Resolution 2012-50CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2012-050 APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR 2012 RURAL ROAD IMPROVEMENTS CITY PROJECT NO. 12C001 WHEREAS, pursuant to a Resolution approved by the City Council on April 9, 2012, the City Engineer has prepared plans and specifications for the 2012 Rural Road Improvements described as follows: Improvements will be made to three rural road segments including Edmonson Avenue from about 260' south of Chelsea Road to the south City limits; Fallon Avenue from School Boulevard to Hunters Crossing; and Fenning Avenue from School Boulevard to 85`h Street NE. Improvements to Edmonson Avenue and Fallon Avenue will include reclaiming and repaving the pavement sections, installing new striping and signing, and other appurtenant improvements. Improvements will also be made to two pathway segments including segment #1, located in the Oak Ridge Estates development just north of Jason Avenue; and segment #2 located on the Oak Ridge Estates and Meadow Oak 4h Addition developments between Oakview Lane and Meadow Lane NE. Improvements to the pathway segments will include reclaiming and repaving the pavement sections, along with drainage, grading, turf establishment, and other appurtenant improvements. WHEREAS, the City Engineer has presented such plans and specifications to the Council for approval; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MONTICELLO, MINNESOTA: 1. Such plans and specifications, a copy of which is on file in the office of the City Clerk, are hereby approved. The City Clerk shall prepare and cause to be inserted in the official paper and in the Star Tribune and/or Construction Bulletin an advertisement for bid upon the making of such improvement under such approved plans and specifications. The advertisement shall be published no less than three weeks before the last day for submission of bids, once in the City's legal publication and at least once in either a newspaper published in a city of the first class or a trade paper. To be eligible as a trade paper, a publication shall have all the qualifications of a legal newspaper except that, instead of the requirement that it shall contain general and local news, such trade paper shall contain building and construction news of interest to contractors in this state, among whom it shall have a general circulation. The advertisement shall specify the work to be done, and shall state that bids will be opened at 10 a.m. on June 21, 2012, and that the award of the bid and the responsibility of the bidders will be considered by the City Council at 7 p.m. on June 25, 2012 in the Council Chambers of City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City for 5% of the amount of such bid.
