RESOLUTION NO. 2012 -113
AUTHORIZING ADVERTISEMENTS FOR BIDS FOR PURCHASING
SCREW PRESS AND AERATION BLOWERS FOR PHASE 1 OF
WASTE WATER TREATMENT FACILITY BIOSOLIDS DEWATERING,
ENERGY EFFICIENCY, HEADWORKS AND SITE IMPROVEMENTS

WHEREAS, pursuant to resolutions approved by the City Council on April 23, September 24,
and October 8, 2012, the City Engineer has prepared specifications for the screw press and
aeration blowers for the Phase 1 improvements of the Waste Water Treatment Facility Biosolids
Dewatering, Energy Efficiency, Headworks and Site Improvements project; and,
WHEREAS, the City Engineer has presented such specifications to the Council for approval;
and,
WHEREAS, the purchase of such equipment in advance of bidding the remainder of the Phase 1
improvements is required to allow the improvements to be completed by November 2013,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MONTICELLO,
MINNESOTA:
Such specifications, a copy of which is on file in the office of the City Clerk, are hereby
approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Star
Tribune, Finance and Commerce and /or Construction Bulletin advertisements for bids for
purchasing such equipment under such approved specifications. The advertisements shall
be published no less than three weeks before the last day for submission of bids, once in
the City's legal publication and at least once in either a newspaper published in a city of
the first class or a trade paper. To be eligible as a trade paper, a publication shall have all
the qualifications of a legal newspaper except that, instead of the requirement that it shall
contain general and local news, such trade paper shall contain building and construction
news of interest to contractors in this state, among whom it shall have a general
circulation.
The advertisements shall specify the equipment to be purchased and shall state that bids
for the screw press will be opened at 2 p.m. on January 8, 2013 and that the award of the
bid and the responsibility of the bidders will be considered by the City Council at 7 p.m.
on January 14, 2013 in the Council Chambers of City Hall, and that the bids for the
aeration blowers will be opened at 2 p.m. on January 17, 2013 and the award of the bid
and the responsibility of the bidders will be considered by the City Council at 7 p.m. on
January 28, 2013 in the Council Chambers of City Hall.
Any bidder whose responsibility is questioned during consideration of the bid will be
given an opportunity to address the Council on the issue of responsibility. No bids will
be considered unless sealed and filed with the Clerk and accompanied by a cash deposit,
cashier's check, bid bond or certified check payable to the City for 5% of the amount of
such bid.
