City Council Resolution 2013-48CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2013-048 APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR FOR WEST 7TH STREET EXTENSION (MINNESOTA TO CR39) AND ELM STREET (7TH STREET TO TERMINUS), CITY PROJECT NO.12CO02 WHEREAS, pursuant to a resolution approved by the City Council on March 25, 2013, authorizing preparation of plans and specifications, the City Engineer has prepared plans and specifications for improvements to West 71h Street for extending the road from Minnesota Street to Elm Street including the construction of streets, curb and gutter, pathway, street lighting, ponding, public utilities as needed, and other appurtenant work; for mill and overlay of West 7h Street between Elm Street and County Road 39 (Golf Course Road); and for paving of Elm Street lying south of 7th Street and running to the south terminus at I -94; and WHEREAS, the City Engineer has presented such plans and specifications to the Council for approval; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MONTICELLO, MINNESOTA: Such plans and specifications, a copy of which is on file in the office of the City Clerk, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the local official paper and Finance & Commerce trade paper an advertisement for bid upon the making of such improvement under such approved plans and specifications. The advertisement shall be published no less than three weeks before the last day for submission of bids, once in the City's legal publication and at least once in either a newspaper published in a city of the first class or a trade paper. To be eligible as a trade paper, a publication shall have all the qualifications of a legal newspaper except that, instead of the requirement that it shall contain general and local news, such trade paper shall contain building and construction news of interest to contractors in this state, among whom it shall have a general circulation. The advertisement shall specify the work to be done, and shall state that bids will be opened at 10 a.m. on July 11, 2013, and that the award of the bid and the responsibility of the bidders will be considered by the City Council at 7 p.m. on July 22, 2013, in the Council Chambers of City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the Cleric and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City for 5% of the amount of such bid.
