City Council Resolution 2013-87CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2013-087 RESPONDING TO REQUEST FOR INPUT FROM CITY OF MONTICELLO REGARDING PROPOSED UPDATE TO WRIGHT COUNTY CONSTRUCTION COST SHARING POLICY AND RECOMMENDING CHANGES TO THE COST SHARING POLICY WHEREAS, The Wright County Board of Commissioners ( "Board ") has initiated review and update of the County's Cost Sharing Policy ( "Policy ") and the Board and County Engineer have requested input from affected local units of government on the Policy; and WHEREAS, the Policy establishes formulas for the construction and maintenance of County roadway improvements and facilities requiring financial participation by the cities and townships for said improvements and facilities with regional benefit; and WHEREAS, the County receives funds for projects from federal and state sources designated to benefit both the County and the participating city or township; and WHEREAS, the Policy currently establishes sharing formulas that create inequity in County funding for transportation improvements; and WHEREAS, curb and gutter, center medians, retaining walls and storm sewer improvements are all methods to reduce right -of -way needs (and land acquisition costs); and WHEREAS, the Board has rejected a revenue component to produce funds to be utilized for transportation projects; WHEREAS, the changes suggested by the City of Monticello, including a letter dated October 11, 2013, would provide for a more fair and equitable cost sharing policy for Wright County and would reflect the benefits that urban growth has for Wright County. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Monticello, Wright County, Minnesota as follows: 1. All future Federal and State funding for projects covered by the Policy be allocated to the benefit of both the County and the participating city or township by subtracting such funding from the total project cost prior to allocating the cost between the County and local jurisdiction. 2. The County should fund projects based on the whether the improvement benefits the county road system regardless of whether the project is county- or city- initiated. 3. The County's policy should reflect the benefit that urban development has to the entire County and participate in the initial cost and maintenance for curb and gutter (new and replacement), center medians, retaining walls, storm sewer improvements, concrete sidewalk, and bikeways. 4. The County should contribute to the cost of right of way where currently there is no cost participation for a city- initiated project. 5. The County's participation in warranted traffic signal costs should be split equally by leg per jurisdiction. Emergency Vehicle Preemption (EVP) should be included in this cost share where currently it is not. 6. The County should consider comments per the City letter dated October 11, 2013.
