RESOLUTION NO. 2014-013
APPROVING A PHOSPHORUS REDUCTION FACILITY PLAN AMENDMENT FOR
THE MONTICELLO WASTEWATER TREATMENT FACILITY
WHEREAS, the Minnesota Pollution Control Agency has notified the City that new annual
limits for phosphorus loading must be implemented no later than December 31, 2018 for renewal
of the Wastewater Treatment Facility's NPDES permit; and
WHEREAS, the Minnesota Pollution Control Agency requires a Phosphorus Reduction Facility
Plan Amendment for the Monticello Plant, with review to be conducted at a Public Hearing of
the Monticello City Council, and submission of the amended Facility Plan by March 1, 2014;
and
WHEREAS, the City of Monticello desires to maintain compliance with the MPCA's mandated
NPDES permit re- issuance requirements; and
WHEREAS, the City Council of the City of Monticello held a public hearing on February 24,
2014, to address the following topics for reduction of phosphorus levels and to review a Facility
Plan Amendment for the Wastewater Treatment Facility:
• The alternative methodologies to reduce phosphorus loading at the WWTF;
• The location of the project site;
• A recommendation of the selected treatment method and reasons for selecting that
methodology; and
• A reasonable estimate of the costs associated with the impact of the Facility Plan
Amendment and the effect on sewer service charges.
NOW, THEREFORE BE IT RESOLVED, the Monticello City Council hereby approves the
Monticello Facility Plan Amendment for Wastewater Treatment Phosphorus Reduction.
