A RESOLUTION RECOMMENDING THE APPROVAL OF AN INTERIM USE
PERMIT FOR FAITH FAMILY LIFE CENTER, A PLACE OF PUBLIC ASSEMBLY
USE, IN A B -3 DISTRICT
WHEREAS, Faith Family Life Center has submitted an application for an interim ordinance to
permit a place of public assembly via interim use permit in the B -3 District at 3939 Chelsea
Road West; and
WHEREAS, an interim ordinance will provide an opportunity for the city to study the potential
issues and impact of permitting such use in various zoning districts in the city; and
WHEREAS, the Planning Commission held a public hearing on February 24, 2014 on the
application and the applicant and members of the public were provided the opportunity to present
information to the Planning Commission; and
WHEREAS, the Planning Commission has considered all of the comments and the staff report,
which are incorporated by reference into the resolution; and
WHEREAS, the Planning Commission of the City of Monticello makes the following Findings
of Fact in relation to the recommendation of approval:
1. The applicant is proposing to locate within an existing building that has been vacant for
some time.
2. Allowing use of the facility as a place of public assembly for an interim period will
provide an opportunity for the city to study the potential issues and impact of permitting
such use in various zoning districts.
3. Issuing an interim use permit for a place of public assembly will give the applicant an
opportunity to further define their intended activities and associated facility needs.
4. Conditions of approval for the interim use permit will ensure that the proposed activities
will be in compliance with ordinance requirements.
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of
Monticello, Minnesota recommends passage of an interim ordinance allowing Places of Public
Assembly on a temporary basis as a principal or accessory use in a B -3 (Highway Business)
ADOPTED this 24th day of February 2014, by the Planning Commission of the City of
Monticello, Minnesota.
