Planning Commission Resolution 2014-059CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA PLANNING COMMISSION RESOLUTION NO. 2014 -059 Motion By: Fyle Seconded By: Sala A RESOLUTION OF THE MONTICELLO PLANNING COMMISSION RECOMMENDING AMENDMENT OF THE MONTICELLO COMPREHENSIVE LAND USE PLAN, REGUIDING THE SUBJECT PROPERTY FROM PLACES TO SHOP (COMMERCIAL) TO PLACES TO LIVE (RESIDENTIAL) WHEREAS, the City of Monticello considers the development of multiple family residential housing to be a potential asset to the City's housing stock; and WHEREAS, the City has recently updated zoning regulations relating to multiple family residential land uses; and WHEREAS, the development of new multiple family housing will require amendments to the City's land use plan and zoning map; and WHEREAS, the City finds that the designation of one or more sites for such a land use may facilitate the development of multiple family housing in accordance with the City's plans and regulations; and WHEREAS, the Planning Commission held a public hearing on June 3, 2014 on the application and the applicant and members of the public were provided the opportunity to present information to the Planning Commission; and WHEREAS, the Planning Commission has considered all of the comments and the staff report, which are incorporated by reference into the resolution; and WHEREAS, the Planning Commission of the City of Monticello makes the following Findings of Fact in relation to the recommendation of approval: 1. The re- guiding of the subject property addresses a condition in the community that has changed since the adoption of the current comprehensive plan; 2. The proposed amendment is consistent with the guiding principles of the comprehensive plan in that high- quality housing is encouraged, and required, under the City's land use regulations; 3. The proposed amendment addresses a community need through the provisions of a broader range of housing opportunities meeting the quality standards of the City's zoning regulations; 4. The proposed amendment will not negatively impact the City's health, safety, or welfare through adherence to the applicable zoning and building standards; 5. The proposed amendment will not negatively impact the built or natural environment of the City, and can be served by existing City service and infrastructure in the immediate vicinity; 6. The proposed amendment is consistent and compatible with surrounding land uses, which consist primarily of public and institutional uses, as well as high- volume roadways; 7. The proposed amendment furthers a logical and orderly development pattern by capitalizing on the existing land use and public service infrastructure, and avoiding impacts to less intense land uses. 8. The proposed amendment is consistent with the purpose of the zoning ordinance, which is to both permit and regulate land use in a fashion that provides ample opportunity for property owners to utilize their property in a beneficial manner, while avoiding, minimizing, and/or mitigating potential negative impacts on surrounding lands. NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of Monticello, Minnesota, this amendment is recommended for approval by the City Council.
