City Council Resolution 2014-75CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2014-075 AUTHORIZING PREPARATION OF PLANS AND SPECIFICATIONS AND PERFORM CONSTRUCTION SERVICES FOR PHOSPHORUS REDUCTION AND OTHER IMPROVEMENTS TO THE WASTEWATER TREATMENT FACILITY AND SYSTEM CITY PROJECT NO. ZZPHOS WHEREAS, the City's NPDES permit for the Wastewater Treatment Facility requires annual mass loading of phosphorus to the Mississippi River be reduced to no more than 5,740 pounds per year no later than December 31, 2018; and WHEREAS, the Monticello City Council held a Public Hearing on February 24, 2014, where a Phosphorus Reduction Facility Plan Amendment, to maintain compliance with NPDES permit requirements, was considered and approved and said Plan Amendment was submitted to the Minnesota Pollution Control Agency prior to March 1, 2014; and WHEREAS, the City proposes to make improvements to the Wastewater Treatment Facility and System for phosphorus reduction and other related improvements as identified in the Phosphorus Reduction Facility Plan Amendment; NOW THEREFORE, RE IT RESOL VER R I' THE CITY CO UNCIL OF MONTICELLO, MINNESOTA: 1. Said improvements are necessary, cost - effective, and feasible as identified in the Phosphorus Reduction Facility Plan Amendment. 2. The consulting engineers, WSB & Associates, Inc. are hereby directed to prepare plans and specifications for said improvements and perform construction services detailed in their proposal at an estimated cost of $197,070. 3. WSB & Associates, Inc. shall comply with the additional requirements of the NPDES permit in directing this project: • Submittal of the drawings and specifications for the phosphorus reduction improvements to the Minnesota Pollution Control Agency for review no later than March 30, 2015. • Initiation of construction of the improvements no later than June 1, 2017. 4. Project costs for the Phosphorus Reduction and Other Improvements to the Waste Water Treatment Facility and System, City Project No. ZZPHOS are estimated at $1,672,000 which includes 17.5% contingency and 15% for indirect costs.
