RECOMMENDING APPROVAL OF AMENDMENTS TO TITLE 10 OF MONTICELLO
CITY CODE - ZONING ORDINANCE CHAPTER 2, SECTION 4(M) — GRADING,
DRAINAGE AND EROSION CONTROL PERMIT AND CHAPTER 4, SECTION 10 —
GRADING, DRAINAGE AND EROSION CONTROL AND AMENDMENTS TO TITLE
11 OF MONTICELLO CITY CODE, MONTICELLO SUBDIVISION ORDINANCE,
CHAPTER 5 — DESIGN STANDARDS
WHEREAS, the City of Monticello has adopted a zoning ordinance providing for public health,
safety, and general welfare of the community and its people through the establishment of
regulations governing development and use; and
WHEREAS, the City of Monticello has adopted a subdivision ordinance providing for the
regulations and requirements for the platting of land within the City of Monticello pursuant to
the authority contained in Minnesota Statutes which the City deems necessary for the health,
safety, and general welfare of this community; and
WHEREAS, the zoning ordinance provides regulatory requirements for land development and
land disturbing activities aimed at minimizing the threats to public health, safety, public and
private property and natural resources within the community resulting from construction site
erosion and post - construction stormwater runoff; and
WHEREAS, the Planning Commission has conducted a public hearing on December 2nd, 2014
to review the requests and receive public comment on the amendment; and
WHEREAS, the Planning Commission finds that uncontrolled stormwater runoff and
construction site erosion from land development and land disturbing activities can have
significant adverse impacts upon local and regional water resources, diminishing the quality of
public health, safety, public and private property and natural resources of the community
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of
Monticello, Minnesota:
The Planning Commission recommends that the City Council adopt amendments to Title 10 of
Monticello City Code - Zoning Ordinance Chapter 2, Section 4(M) — Grading, Drainage and
Erosion Control Permit and Chapter 4, Section 10 — Grading, Drainage and Erosion Control and
Amendments to Title 11 of Monticello City Code, Monticello Subdivision Ordinance, Chapter 5
— Design Standards
ADOPTED this .2nd day of December, 2014, by the Planning Commission of the City of
Monticello, Minnesota.
