SPECIAL MEETING - MONTICELLO CITY COUNCIL
Monday, June 15, 1992 - 7 p.m.

2. Consideration of a conditional use permit which would allow a
public utility building in a PZM zone. Applicant, City of
Monticello.
Assistant Administrator O'Neill informed City Council that the
Planning Commission conducted a public hearing on the matter
and has recommended that a conditional use permit be granted
which would allow a public utility building in a PZM zone.
O'Neill went on to explain that the City Attorney has
recommended that the City Council table action on this item
until the next regular meeting of the City Council. Approval
of the conditional use permit by the City Council should be
tabled because the zoning ordinance requires that conditional
use permit applications be considered by the Council at their
next regular meeting after the Planning Commission considers
the conditional use permit application. The City Attorney
recommended that the item be addressed by Council at the next
regular meeting of the City Council, which is scheduled for
June 22.
After discussion, a motion was made by Brad Fyle and seconded
by Shirley Anderson to table consideration of a conditional
use permit which would allow a public utility building in a
PZM zone. Motion carried unanimously.
3. Consideration of a variance to the curbing and hard surfacin
requirements. Applicant, City of Monticello public utility
building.
After discussion, a motion was made by Clint Herbst and
seconded by Shirley Anderson to table consideration of a
variance to the curbing and hard surfacing requirement.
Motion carried unanimously.
4. Consideration of rebuildinq mixers for the #1 digester at the
wastewater treatment plant.
John Simola, Public Works Director, reported that there are
two draft tube type mixers in the first stage digester at the
wastewater treatment plant. The digester is the only one with

a fixed cover and, consequently, the only one that can be
practically fitted with mechanical type mixers. One mixer has
been in place since 1982 and has been in operation for 10
years. The second mixer was repaired under warranty and has
been in operation for approximately 9 years.
PSG noted some vibration in one of the mixers and thought it
best to pull one or both units for servicing. When the mixers
were pulled, it was found that the propellers for both mixers
had fallen off the ends of the shafts and were located
somewhere in the bottom of the draft tubes or the bottom of
the digester. The remaining portions of the mixers were found
to be in need of major overhaul, including drive shaft
replacement.
Preliminary plans involve rebuilding both of the mixers and
checking to see if the propellers are caught within the draft
tube or lying on the digester floor. If they are located in
the draft tube mixer, they will have to be removed prior to
installation of rebuilt mixers. They are believed to be at
the bottom of the digester. They will not be removed at this
time, as it involves a significant project to completely drain
the first stage digester.
Simola went on to recommend that the City Council authorize
refurbishing or replacing the draft tube mixers as necessary.
After discussion, a motion was made by Shirley Anderson and
seconded by Clint Herbst to rebuild the draft tube mixers at
a cost not to exceed $14,000. Motion carried unanimously.
5. Other matters.
John Simola requested that Council approve final payment for
the sealcoating project in the amount of $43,306.84. Simola
went on to report that the project had been completed
successfully.
After discussion, a motion was made by Clint Herbst and
seconded by Brad Fyle to authorize final payment to Astech
Corporation in the amount of $43,306.84. Motion carried
unanimously.
Assistant Administrator O'Neill informed Council that as part
of an expansion to site parking, Hawks Bar will be installing
a culvert through an existing drainage swale. This drainage
swale, in the future, will be utilized as part of the City's
storm water system that will convey water from the industrial

areas to the river. O'Neill requested that Council consider
authorizing funding the added expense to Hawks Bar associated
with oversizing the pipe to meet the long-term needs of the
City.
John Simola noted that the cost to oversize the pipe at this
time is very small relative to the cost to replace the smaller
culvert with a larger one at some point in the future.
After discussion, a motion was made by Shirley Anderson and
seconded by Clint Herbst to authorize funding the cost to
oversize the culvert associated with expansion of Hawks Bar at
a cost not to exceed $1,200. Voting in favor: Shirley
Anderson, Clint Herbst, Ken Maus. Brad Fyle did not vote, as
he had previously left to answer a fire call.
