SPECIAL MEETING - MONTICELLO CITY COUNCIL

2. Public hearing on adoption of 1993 budget and consideration of a resolution
setting the 1993 tax levy.
Mayor Maus opened the public hearing on the 1993 budget and resulting tax
levy. It was noted that no citizens were in attendance; therefore, the public
hearing was closed.
The Council reviewed the proposed 1993 budget document that proposed total
revenues of $6,821,000 with total expenditures of approximately $7,200,000.
The total tax levy required to support this budget would be the same as last
year's at $2,791,263.
After further discussion on various portions of the proposed budget, a motion
was made by Dan Blonigen, seconded by Shirley Anderson, and unanimously
carried to adopt a resolution adopting the 1993 budget and setting the tax levy
at the following sums for the respective purposes:

At this point in the meeting, Monticello resident, John Belinski, questioned
whether public comments could still be made regarding the 1993 budget.
Mayor Maus noted that action had already been taken by the City Council, but
his comments were welcome.
Mr. Belinski questioned what the proposed 1993 police contract with the
Sheriff's Department would cost. It was noted that the proposed 24-hour
coverage would be $261,000. Mr. Belinski appeared satisfied that the total
cost for the City's police contract was similar to surrounding communities.
The City Administrator inquired as to whether the City Council would consider
having a special meeting on December 17 at 5 p.m. for the purpose of
considering a request for vacation of a portion of River Street and Hart
Boulevard abutting property owned by Mr. Dan McConnon.
A motion was made by Clint Herbst, seconded by Shirley Anderson, and
unanimously carried to tentatively schedule a special meeting for December 17
at 5 p.m. to possibly consider the street vacation request but directed the City
Administrator to inform Mr. McConnon that the likelihood of the City vacating
River Street was remote and would not be in the public's best interest and to
try and settle this matter without a meeting being necessary.
