TRANSPORTATION COMMITTEE
WHEREAS, the City of Big Lake, the Town of Big Lake and the City of Monticello
held a joint meeting on April lb, 2007, (the "Joint Meeting ");
WHEREAS, at the Joint Meeting a proposal was made that each of the respective
governmental bodies meet and appoint one or more representatives to meet and work with the
others, including the County of Sherburne and the County of Wright, to come up with
reco*nmendation.s regarding a potential transportation plan and to open a dialogue on
planning topics of mutual concern;
WHEREAS, at the Joint Meeting the parties determined that it is in the public interest
to engage in such discussions regarding a potential transportation plan;
WHEREAS, at the Joint Meeting the parties determined that it is in the public interest
to consider establishing a transportation plan to assist in the process of obtaining County and
State contributions toward important transportation improvements.
WHEREAS, the City of Big Lake appointed Don Orrock and Dick Backlund to attend
such meetings as may be scheduled pursuant to the terms hereof and to negotiate on behalf of
the City, with any agreements or decisions to be brought to the City Council for approval.
WHEREAS, the City of Monticello appointed Clint Herbst and Susie Wojchouski to
attend such meetings as may be scheduled pursuant to the terms hereof and to negotiate on
behalf of the City, with any agreements or decisions to be brought to the City Council for
approval.
WHEREAS, the Big Lake Township appointed James Sanford and Larry Alfords with
Bob Hofer as an alternate to attend such meetings as may be scheduled pursuant to the terms
hereof and to negotiate on behalf of the Township, with any agreements or decisions to be
brought to the Town Board for approval.
NOW, THEREFORE BE IT RESOLVED by the City of Monticello, City of Big
Lake and Big Lake Township as follows:
1. A Committee shall be created to work towards establishing the scope of a joint City of
Monticello, City of Big Lake and Big Lake Township transportation study and to open
a dialogue on planning topics of mutual interest.
2. The Committee shall be comprised of the City and Township appointees as listed
herein as well as any representatives appointed from either Wright County or
Sherburne County. The Committee shall seek to have both Sherburne and Wright
County representatives appointed to the Committee. The City, County and Township
appointees may invite other officials to participate in the discussions with them, but.
such other officials shall not become members of the committee.
3. The Committee shall have their initial meeting no later than June 1, 2007 and shall
meet regularly thereafter as determined by the Committee.
4. Consultants from each of the participants will assist the Committee as needed and as
directed by the Committee. Unless otherwise agreed to by the Parties, each party shall
be responsible for paying its own consultants for services rendered to the Committee.
S. The City of Monticello shall withdraw its notice of intent to annex property from Rig
Lake Township upon the execution of this document by all parties to it.
6. This Joint Resolution shall remain in full force and effect until one of the following
conditions take place, whichever occurs first 1) Termination by mutual written joint
resolution of the parties hereto; or 2) the adoption of a joint transportation plan or
other intergovernmental agreements with respect to the scope of discussions contained
herein; or 3) June 15, 2008.
Passed, adopted, and approved by the Town Board of Supervisors of Big Lake Township,
Sherburne County, Minnesota, this 9b day of May, 2007.
