Larson Excavating, of St. Cloud, Minnesota in the amount of $1,003,560.02 for the construction of said improvements in accordance with the plans and specifications and advertisement for bids is the lowest responsible bidder and shall be and hereby is accepted, and NOW THEREFORE RE IT HEREBY RESOLVED B THE CITY COUNCLE OF THE CdTI' OF MONTICELLO: The Mayor and City Administrator are hereby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Monticello. 2. The City Administrator is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposit of the successful bidder and the next lowest bidder shall be retained until a contract has been executed.
