RESOLUTION NO. 2005-41
RESOLUTION ORDERING IMPROVEMENTS
CSAH 18/1-94 INTERCHANGE PROJECT NO. 2004-1C
WHEREAS, after due Notice of Public Hearing conducted on February 14, 2005 and continued to
February 28, 2005 on the construction of proposed improvements to the CSAH 18/I-94 interchange by
removal of the existing partial access interchange and the proposed construction of a full access, grade -
separated, folded diamond interchange including the replacement of the existing bridge carrying CSAH
18 over I-94, construction of freeway entrance and exit ramps and loops, widening of CSAH 18, grading,
removal of existing ramps at CSAH 75 and I-94, installation of new traffic signals, street improvements
to I-94, CSAH 18, CSAH 75 and CSAH 39 and Chelsea Road, utility improvements including the
installation of storm water collection improvements and relocation of existing hydrants and other
appurtenant work in the City of Monticello, Minnesota, a hearing on said improvements was duly held
and the City Council heard all persons desiring to be hear on the matter and fully considered the same;
and
WHEREAS, at said hearing there was available a reasonable estimate of the amount to be assessed and a
description of the methodology for assessment,
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Monticello, Minnesota as
follows:
1. Said improvements are necessary, cost-effective, and feasible as detailed in the feasibility report.
2. It is advisable, expedient and necessary that said improvements as describe din the Notice of
Hearing thereon be constructed and the same are hereby ordered made
3. The improvements described in said Notice of Hearing are hereby designated and shall be known
as the CSAH 18/I-94 Interchange Improvement Project No. 2004-01C.
4. The consulting engineers, WSB & Associates, Inc. are hereby directed to prepare final plans and
specifications for said improvements.
5. The City Council shall let a contract for or all part of the work for said improvements as
authorized by Minnesota Statutes, Section 429.041, Subdivision 2
Adopted by the Monticello City Council this 11 t" of April, 2005.
