Establish process for designing survey. Consider appointing
a subcommittee of the joint group to guide the design of
survey questions.

5. Review schedule for completing survey design. Consider
establishing a date for the first meeting of the survey design
subcommittee.
Steve Frank stated that it is realistic to plan on conducting
the survey during the week of June 15th or June 22nd. He also
stated that the survey design process will take at least three
meetings of the design subcommittee.
The first meeting of the survey design committee should be
scheduled between Wednesday, May 27 and Friday, May 29. A
rough draft of the survey will be reviewed at the initial
meeting. Subsequent meetings will be scheduled as needed.

MINUTES
JOINT MEETING OF LOCAL GOVERNMENTS
Wednesday, May 20, 1992 - 7 p.m.
Present:
Shirley Anderson, Charlie Holthaus, Ken Scadden, Shelly
Johnson, Russ VanDell, Ken Maus, Dan Blonigen, Jim
Herbst, Clint Herbst, Brad Fyle, Fran Fair, Dick Frie,
Roger Carlson
1. After discussion, a motion was made by Fran Fair and seconded
by Ken Maus to accept the meeting minutes of the joint meeting
held March 25, 1992. Motion carried unanimously.
2. Review summary of previous meeting.
Assistant Administrator O'Neill noted that at the previous
meeting, the joint group determined that each jurisdiction
would consider funding a portion of the community-wide
recreation needs survey. It was also the consensus of the
group that with or without total funding of the community
survey, the group should reconvene sometime in May.
3.
Review status of recreation survey funding.
Assistant Administrator 0' Neill reported that sufficient funds
were obtained from Monticello Township, City of Monticello,
and Monticello School District to fund the total cost of the
survey ($9,600). O'Neill also noted that both the City of
Monticello and Monticello School District indicated that their
funding was contingent on receiving any funds obtained from
the City of Otsego.
After discussion, it was the conclusion of the group that
funds obtained from the City of Otsego should be split evenly
between the School District, City of Monticello, and
Monticello Township. It was also concluded that the City of
Otsego would be allowed to participate in designing the survey
only if they made a financial contribution to the project.
4. Establish process for designinq survey and consider appointinq
a subcommittee of the ioint qroup to guide the desiqn of the
survey questions.
After discussion, it was the conclusion of the group to
establish a survey design subcommittee that consists of two
members each from the Township, School District, and City, and
one member from the Monticello Parks Commission.

Dick Frie reported that Steve Frank has recommended that the
survey be conducted on the week of June l5 or June 22. He
noted that the survey design process will take at least three
meetings of the survey design subcommittee. Frie noted that
the survey design subcommittee could meet sometime between
May 27 and May 29.
Franklin Denn was concerned that the Township Board would not
have adequate time to review the survey questions. Dick Frie
noted that the goal of the subcommittee will be to provide a
recommendation to the joint group. Final approval of the
survey design must be approved by the representatives from the
joint group.
After discussion, it was concluded that the local governments
would send a representative to the initial meeting of the
survey subcommittee scheduled for 7 p.m., May 27. Subsequent
to this meeting, the survey subcommittee representatives would
then have the alternative of presenting the draft copy of the
survey to the board that they represent.
Russ VanDel1 noted that one of the points that enabled the
survey to be sold to the School Board was that there may be a
few questions specific to the School District that they may
wish to have asked on the survey.
Jim Herbst noted that school expenditure on this type of
survey may not be legally valid unless portions pertain
specifically to education-related issues.
Dan Blonigen noted that he can see a conflict if we start
deviating away from the issue at hand, which is recreation.
The first meeting of the survey subcommittee was established
for 7 p. m., May 27, at city hall. Each jurisdiction is
responsible for sending two representatives to this meeting,
with Bruce Thielen being appointed by Dick Frie to the survey
subcommittee as a representative from the Parks Commission.
There being no further business, the meeting was adjourned.
