SPECIAL MEETING - MONTICELLO PARKS COMMISSION
July 1, 1992 - 5 p.m.

1. Recreational Needs Survey Update.
Motion was made by Larry Nolan and seconded by Bruce Thielen
to have Decision Research complete the Recreation Survey due
to SCS (Steve Frank) being unable to complete the survey. The
survey would be completed for the same price and analysis with
possible minor changes to some of the questions. Larry Nolan
questioned whether the City could receive copies of software
and floppy disks to facilitate producing our own data. The
motion carried unanimously.
There being no further business, the meeting was adjourned.

Recreation survey update

Last week I was informed by Steve Frank that St. Cloud State University
would be unable to complete the recreation needs survey as proposed
because Frank was unable to draw a sample that fits the area without
adding several thousand dollars in interviewing time. Please read the
attached letter from Steve Frank for more information.
In response to this news, I immediately called Decision Resources of
Minneapolis and talked to Bill Morris regarding the potential of having
Decision Resources complete the survey as originally proposed by
St. Cloud State University. In summary, Decision Resources has indicated
that they will implement the survey utilizing the existing questionnaire
and will guarantee 800 responses at a price equal to the price quoted by
St. Cloud State University. The only down side to the proposal is the
fact that the survey will not be completed until the end of July.
As of the writing of this memo, I do not have the written proposal from
Decision Resources. The proposal will be provided to you at our special
meeting on Wednesday.
It is proposed at this time to send a letter to the jurisdictions
involved with the survey telling them of the situation and proposing that
the project move forward utilizing Decision Resources as the company
doing the actual implementation of the survey instrument.

As a final note, I have contacted Buffalo School District and found that
they were very satisfied with the survey work done by Decision Resources.
I'm in the process now of contacting other school districts as well.
If you should have any questions regarding this matter, or if you are
unable to attend the special meeting at 5 p.m., Wednesday, July 1, please
let me know.

Dear Mr. O'Neil:
Due to sampling problems we are unable to do the survey as proposed and
must end our participation in the project. Our sampling firm. Survey Sampling
Incorporated. is not able to draw a sample that fits the area without adding
several thousand dollars in interviewing time. They are having problems drawing
numbers from the more rural areas. Our bid was based on obtaining a usable
sample which would allow us to efficiently call the necessary respondents. This
.was not possible and therefore it prevents us from undertaking the project as we
bid.
In the 12 years we have been doing surveys this has never happened to us.
In addition to the many hours the directors have put in meetings and preparation
we have spent many hundreds of dollars on printing and other costs. We will.
of course. absorb all these costs.
You are free to use any survey product generated so far if you want to
work with another firm. Other firms may have alternative sampling ideas or
methods to develop an adequate sample.
We regret problems or difficulties this decision may bring about.
