Library Board Agenda 02-25-1982 . AGENDA MONTICELLO LIBRARY BOARD Thursday, February 25, 1982 - 7:00 P.M. Members: Dr. Joel Erickson, Erwin Kallin, Loren Klein, Dr. Don Maus, Pat Schwarz, Marge Bauer (ex-offico). Public Comments. 1. Approval of the minutes of the Library Board Meeting on January 11, 1982, 5:00 P.M. 2. Discussion of the Budget. As you can see by the enclosed copy of the budget as of 1982, \\B have in surplus funds an amount of $12,219.66. plus funds come from the following items: - Wall coverings which were not used but budgeted for. February 19, Those sur- . - Excess funds between actual cost of shelving and the amount budgeted for shelving. - Excess funds from the amount budgeted on furniture and the amount spent. - A contingency fund balance of $1,191.05 which is rema1nl.ng from the $3,000.00 originally established, but from which $179.95 and $1,633.00 was spent to take care of the cost over runs on the carpet and the drapery. - $1,032 which was a refund from the general contract because of a deduct and change order items, leaving a balance of $12,219.66 of surplus funds. There is also an unspent balance which is committed in areas such as a kitchen, landscaping, parking lot lighting, balance due on the shelving, a lawn sprinkling system and tables and chairs for the com- munity room. 3. Update on the Kitchen. This item is just to let you know that the general contract had $1,224.00 in it for kitchen equipment to be installed in the small kitchen just off the community room. However, because the contractor was unable to get the kitchen equipment which was specified, he has returned the amount of $1,224.00 from the general construction account to the Library Board's account, with the under- standing that we will provide the kitchen equipment and cabinets and he will furnish installation of the same. . - 1 ,.. Library Board Agenda - 2/25/82 . Possibly, we could consider having Mr. Walters build the cabinets for our small kitchen with the Library Board providing the stove top, sink, refrigerator, etc. 4. Consideration of Drapery Purchase. In the past few weeks, selections have been made of the proposal for the draperies to be installed into the new library. One proposal is for the traditional type drapery which would be drawn to the sides to be opened. The other proposal would be for draperies in the form of vertical blinds. At the meeting on Thursday night, both products will be presented for your considera- tion and recommendation to the City Council for approval. 5. Consideration of Community Room Furniture. The community room was designed to hold approximately 64 persons. Each of these persons probably would want a chair if any kind of a meeting were going on which would be any length in time. . possibly, we could develop a comprehensive plan for the chairs for the community room, since they do get quite expensive, whereby, we could purchase a portion of the chairs such as 32 of them at this time and the balance at a later date. possibly also, the board should consider purchasing part of the chairs at this time and also consider a plan for the community room whereby we could provide conference tables which would be 18 inches in width and 8 feet long, thereby allowing for the con- figuration of 4 rows of tables 16 feet in length with 8 persons seated at each table, thereby accomodating\conferences, etc, so seating with tables would be desired. In doing something of this sort, in the future, the balance of 32 chairs could be purchased and a complete seating plan could be developed for the use of the community room by various groups. One reason for suggesting purchasing the tables which might be considered and only half of the total required seating for 64 at this time would be that the City does have at its disposal in the Senior Citizens Center and the City Hall many folding chairs which could be used as supple- mental until such time at a further budget the additional monies could be used to purchase all of the chairs. - 2 ...,. . Library Board Agenda - 2/25/82 . 6. Censideration of Extra Carpet Purchase. When Golden Valley Furniture placed the carpet into the library, there were approximately 8 yards of carpet left over when the job was completed. Bud Schrupp, of Golden valley Furniture, has suggested that possibly the Library Board consider purchasing that remaining carpeting for patching and repair should damage occur to the carpet which is now on the floor in the new building. Golden valley Furniture is asking $116.00 for that 8 yards of carpet. It would be my suggestion that the Libnary Board con- sider punchasing that remnant of carpeting for future uses in such areas for damages, repairs, etc. Normally, in a situation where the carpet is placed in a building for a set fee for the total job and not placed in the building on a per yard basis, it would be the custom of the installer to sell the balance of the carpet to the building owner rather than leaving it at no charge. 7. Consideration of the Library Board Becoming a Member of the Friends of the Libr"ary. . Possibly, the Library Board might want to consider becoming a sus- taining member of the Friends of the Library organization. considering the intent of the Friends of the Library Committee and their desire to do various things for the library in the form of support, and that financial contribution in an organization such as theirs is always of a major concern, maybe the Library Board should consider purchasing a sustaining membership with the Friends of the Library Board, not only to financially help them, but also to indicate to them that we have an interest in what they are doing and give them support in some small way for the support which the Monticello Public Library would be receiving from them. 8. Consideration of a Pest Control Program. possibly, the Library Board will want to consider entering a pest control program with a company which does that type of service. In the past several months auring the construction of the new building, as a library board member and also as the city's building official, I have had several occasions to notice the presence of spiders, other bugs, and occasionally (on two occasions) a small gray mammal roaming throughout the building. . Enclosed, is a copy of an agreement with the Adams Pest Control of Minneapolis, who would agree to furnish pest control for the period of one year for $140.00. In discussing this item with Marge, she had a strong feeling that the board should take this item into consideration. (It seems that Marge does not care for the spider that sat down beside Miss Muffet, nor for those furry little creatures running across her toes) . - 3 - . . . Library Board Agenda - 2/25/82 9. Consideration of Rekeying the Building Locks. During the construction of the new building, the contractor put the keys into the locks of the various locks throughout the building and allowed them to remain there during the project. It appears as though occasionally, a key would disappear from the project site and not be returned. In light of this occurrence, consideration should be given to hiring a locksmith to come and rekey the library door locks. possibly, a method which could be considered would be whereby there would be one master key for all doors throughout the build- ing, a second key which would only open the main entrance doors to the building and the main entrance doors .to the library and also a key which would only open the main entrance doors to the building and then the main entrance doors to the conference room and its subsidiary areas. The advantage to a key system such as this would be that at night when the community room were opene~ it would not be necessary to worry about someone going from the community room and bathroom areas into the library, or visa versus, if the library were open but the community room was closed. In such cases, or in either case, the librarian with the grand master key would have the only total control 0 f the building. 10. Discussion of an Open House/Grand Opening Date. This item is placed on the agenda to receive some input from the board members which can be taken back to the Great River Regional Library Director on a possible date for an open house, along with some consideration for alternate dates. This information could then be given to the director of Great River Regional Libz:T.a:ry System in st. Cloud who is considering have some name author such as Thedore White come to the open house. Also, consideration should be given to whether the open house should be held before school is out, during the summer months or after school starts in the fall. Possibly, during the summer months it might be difficult to get a reasonable amount of people to turn out to an open house, since it is vacation time for most people, etc. 11. Discussion of a Community Room Policy.
