City Council Resolution 1995-53'telRESOLUTION 96-58 �� RESOLUTION ACCEPTING WASTEWATER FACILITIES � PLANNING REPORT WHEREAS, the City of Monticello has determined the need for an expansion of its wastewater treatment facilities because of increasing growth being experienced in the community, and WHEREAS, a Wastewater Facilities Planning Report and associated amendments thereto have been prepared outlining treatment process alternatives for future expansion, and WHEREAS, the City of Monticello has conducted a public hearing on acceptance of the planning report and amendments on September 11, 1995, and continued onto September 25, 1995, following publication of the required notice, and WHEREAS, the Facilities Plan and amendments recommended the construction of a new facility capable of treating 2.04 million gallons per day by either an oxidation ditch process at an estimated cost of $10,293,000 or a sequencing batch reactor (SBR) process at an estimated cost of $9,770,000. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MONTICELLO, MINNESOTA: 1. That because of the lower estimated construction cost and the smaller space requirements of building an SBR treatment process, the Facilities Plan and associated amendments are hereby accepted as presented with the SBR treatment alternative selected as the process method. 2. The Facilities Plan Report and amendments with the SBR recommendation are hereby authorized to be submitted to the Minnesota Pollution Control Agency for review and certification. 3. The City staff and consulting engineer are hereby authorized to begin preparation of an application for obtaining loan proceeds through the Public Facilities Authority for financing of the treatment facility expansion.
