RESOLUTION ORDERING PROJECT, ACCEPTING BID, AND
AWARDING CONTRACT ON CARDINAL HILLS PHASE IV
IMPROVEMENTS AND ASSOCIATED SCHOOL BOULEVARD
PATHWAY IMPROVEMENTS
WHEREAS, a resolution of the City Council adopted the 28th day of March, 1994, fixed a
date for a Council hearing on the proposed improvement of Cardinal Hills Phase IV
improvements and associated School Boulevard Pathway improvements; and
WHEREAS, ten days' mailed notice and two weeks' published notice of the hearing was
given, and the hearing was held thereon the 9th day of May, 1994, at which all persons
desiring to be heard were given an opportunity to be heard thereon; and
WHEREAS, pursuant to an advertisement for bids for the improvements to Cardinal Hills
Phase IV and associated School Boulevard Pathway improvements, bids were received,
opened, and tabulated according to law, and the attached bids were received complying with
the advertisement; and
WEREAS, it appears that R & P Utilities of Annandale is the lowest responsible bidder
with a bid amount of $517,410.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MONTICELLO,
MINNESOTA:
1. Such improvement is hereby ordered as proposed in the Council resolution approving
plans and specifications as adopted on the 11th of April, 1994.
2. The Mayor and Clerk are hereby authorized and directed to enter into the attached
contract with R & P Utilities of Annandale in the name of the City of Monticello,
Minnesota, for the improvements to Phase IV of the Cardinal Hills residential
subdivision along with pathway improvements to School Boulevard according to the
plans and specifications therefore approved by the City Council and on file in the
office of the City Administrator.
3. The City Administrator is hereby authorized and directed to return forthwith to all
bidders the deposits made with their bids, except that the deposits of the successful
bidder and the next lowest bidder shall be retained until a contract has been signed.
