City Council Resolution 1989-13RESOLUTION 89-13 RESOLUTION RECEIVING REPORT, APPROVING PLANS AND SPECIFICATIONS, CALLING FOR HEARING ON IMPROVEMENT, AND ORDERING ADVERTISEMENT FOR BIDS WfiEREAS, pursuant to Council action March 27, 1989, a feasibility report along with plans and specifications have been prepared by Orr-Schelen-Mayeron & Associates, Consulting Engineer, with reference to the improvement of Mississippi Drive between East County Road 39 and its termination point, and this report was received by the Council on April 24, 1989; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MONTICELLO, MINNESOTA: 1. The plans and specifications are hereby approved as submitted. 2. The Council will consider the improvement of Mississippi Drive in accordance with the report and assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429, at an estimated cost of $133,243. 3. A public hearing shall be held on such proposed improvement on the 22nd day of May, 1989, in the Council Chambers of the City Hall at 7:30 p.m., and the City Administrator shall give mailed and published notice of such hearing and improvement as required by law. 4. The City Administrator shall prepare and cause to be inserted in the Monticello Times and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published for 21 days, shall specify the work to be done, shall state that bids will be received by the Administrator until 11:00 a.m. on May 22, 1989, at which time they will be publicly opened in the Council Chambers of the City Hall by the City Administrator and Engineer, will then be tabulated and will be considered by the Council at 7:30 p.m. on May 22, 1989, in the Council Chambers. No bids will be considered unless sealed and filed with the Administrator and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Monticello for 5~ of the amount of such bid.
