City Council Resolution 2015-93CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2015-093 AUTHORIZING PREPARATION OF PLANS AND SPECIFICATIONS AND ADVERTISEMENT FOR BIDS FOR THE 7TH STREET RETAINING WALL, CITY PROJECT NO. 15CO01 WHEREAS, pursuant to a resolution of the City Council adopted June 22, 2015, a feasibility report has been prepared by the city's Consulting Engineer with reference to proposed public improvements for the 7th Street Retaining wall, including the construction of a retaining wall at the northwest corner of 7th Street and Cedar Street adjacent to Hillside cemetery; and WHEREAS, the feasibility report was received by the City Council on December 14, 2015; and, WHEREAS, NO W THEREFORE, BE IT HEREBY RESOL VED BY THE CITY COUNCIL OF MONTICELLO, MINNESOTA: 1. City Council authorizes the preparation of plans and specifications for said project. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the local official paper and Finance & Commerce trade paper an advertisement for bid upon the making of such improvement under such approved plans and specifications. The advertisement shall be published no less than three weeks before the last day for submission of bids, once in the City's legal publication and at least once in either a newspaper published in a city of the first class or trade paper. To be eligible as a trade paper, a publication shall have all the qualifications of a legal newspaper except that, instead of the requirement that it shall contain general and local news, such trade paper shall contain building and construction news of interest to contractors in this state, among whom it shall have a general circulation. The advertisement shall specify the work to be done, and shall state that bids will be opened at 10 a.m. on January 10, 2016 and that the award of the bid and the responsibility of the bidders will be considered by the City Council at 6:30 p.m. on January 25, 2016, in the Council Chambers of City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City for 5% of the amount of such bid.
