IEDC Minutes 11-04-2015MINUTES INDUSTRIAL & ECONOMIC DEVELOPMENT COMMITTEE (IEDC) Wednesday, November 4th, 2015 — 7 a.m., Monticello Community Center Present: Steve Johnson, Wayne Elam, Luke Dahlheimer, Bill Tapper, Dick Van Allen, Jiro Johnson, Tim Laitinen, Darek Vetsch, Don Tomann Absent: Pat Thompson, Joni Pawelk, Zona Gutzwiller, Don Roberts, Mary Barger, Tim O'Connor Other: Jeff O'Neill, Angela Schumann, Brian Stumpf, Lloyd Hilgart, Marcy Anderson, Chuck Rickart (WSB) 1. Call to Order Steve Johnson called the meeting to order at 7 a.m. 2. Approve Minutes BILL TAPPER MOVED TO APPROVE THE MINUTES OF THE OCTOBER 6TH, 2015 MEETING. JIM JOHNSON SECONDED THE MOTION. MOTION CARRIED 9- 0. 3. Consideration of adding items to the agenda • Introduction of Don Tomann - The IEDC welcomed Tomann as its newest member. • Referendum Update 4. Reports a. Economic Development Report: The agenda packet included written updates related to Industry of the Year, the Economic Development position, the November Planning Commission agenda, and FNM. Angela Schumann reviewed the BCOL Athletic Park concept plan approved by City Council on October 12th, 2015. b. TAC: The Transportation Advisory Committee will meet on November 12th, 2015. c. City Council: Staff and Council representatives provided project and issue updates and responded to questions. d. Chamber of Commerce & Industry: Chamber Director Marcy Anderson reported on current events, projects and issues. 5. Table Topic — Transportation Planning WSB & Associates Transportation Engineer Chuck Rickart presented updates related to the following transportation projects: IEDC Minutes: 11/04/15 • TH25 /CSAH 75 Intersection Improvements • Fallon Avenue Overpass • Interchange Planning • Street Reconstruction — SE Downtown Area • 7th Street and TH25 Intersection Improvements • TH 25 Coalition • 95t" Street Extension — Traffic Analysis Don Tomann suggested that the roundabout proposed at Chelsea Road as part of the Fallon Avenue Overpass concept may create issues for mixed -use traffic. He asked that WSB review the use of a traffic signal at this location. Rickart said that he would bring this matter to the TAC for consideration. Luke Dahlheimer mentioned a video pertaining to 10 myths about roundabouts. Schumann indicated that she would email members a link to the video. 6. Consideration to review the 2015 IEDC Action Plan Accomplishment and provide direction for the development of the 2016 IEDC Action Plan Schumann presented a 2015 update to the IEDC's 2015 Action Plan in preparation for 2016 Action Plan development. She asked that the IEDC complete the 2016 Action Plan worksheet prior to the December meeting to provide the group with a starting point for discussion. 7. Consideration of added items • Introduction of Don Tomann — (See Item 3.) • Referendum Update — There was brief discussion about the school district's special election results. The referendum was approved by a significant margin. 8. Adjourn DICK VAN ALLEN MOVED TO ADJOURN THE MEETING. LUKE DAHLHEIMER SECONDED THE MOTION. MOTION CARRIED 9 -0.
