Planning Commission Resolution 2016-004CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA PLANNING COMMISSION RESOLUTION NO. PC- 2016 -004 RECOMMENDING APPROVAL OF A COND]lTIONAL USE PERMIT AMENDMENT RELATING TO ALLOW THE REPLACEMENT OF EXISTING TELECOMMUNICATIONS ATTENNA EQUIPMENT ON AN EXISTING TOWER WHEREAS, the applicant has an existing wireless services antenna array on an existing tower at 6111 Wildwood Way, legally described as Outlot A, Spirit Hills; and WHEREAS, the subject property is zoned R -A, Residential Amenities District, in which co- location of wireless communications antennae are allowed by Conditional Use Permit; and WHEREAS, the applicant proposes to amend the existing CUP to replace the current antenna arrays with new equipment at the same location on the tower; and WHEREAS, the proposed replacement equipment will be slightly larger than the existing equipment; and WHEREAS, the height of the equipment above grade will minimize any potential visual impact of the replacement equipment; and WHEREAS, no other changes are proposed to the site that would impact land uses in the area; and WHEREAS, the proposed development amendment is consistent with the general intent of the communications requirements of the zoning ordinance; and WHEREAS, the Planning Commission held a public hearing to consider the matter at its regular meeting on February 2"a, 2016 and the applicant and members of the public were provided the opportunity to present information to the Planning Commission; and WHEREAS, the Planning Commission has considered all of the comments and the staff report, which are incorporated by reference into the resolution; and WHEREAS, the Planning Commission of the City of Monticello makes the following Findings of Fact in relation to the recommendation of approval: 1. The proposed amendment is consistent with the intent of the Monticello Comprehensive Plan. 2. The proposed amendment will meet the requirements of the Monticello Zoning Ordinance. The proposed amendment will not create undue burdens on public systems, including streets and utilities. 4. The proposed amendment will not create substantial impacts, visual or otherwise, on neighboring land uses. NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of Monticello, Minnesota that the proposed Conditional Use Permit amendment is hereby recommended for approval.
