RESOLUTION NO. PC- 2016 -003
RECOMMENDING APPROVAL OF A CONDITIONAL USE PERMIT TO ALLOW
THE EXPANSION OF AN EXISTING COMMERCIAL LODGING
FACILITY OF THREE STORIES IN HEIGHT
WHEREAS, the applicant operates an existing hotel at 89 Chelsea Road, legally
described as Lot 3, Block 1, Silver Fox; and
WHEREAS, the subject property is zoned B -3, Highway Business District, in which
commercial lodging establishments are allowed by Conditional Use Permit; and
WHEREAS, the applicant proposes to expand the existing hotel to add 21 rooms, and
renovate the existing structure; and
WHEREAS, the proposed expansion will, pending approval of a proposed setback
variance, meet the zoning requirements of the Monticello Zoning Ordinance; and
WHEREAS, the height of the building, at three stories, also requires approval of a
Conditional Use Permit; and
WHEREAS, the expansion, including the third story, will be consistent with the
improvements currently on the property; and
WHEREAS, the proposed land use is consistent with the land uses in the area,
including other commercial lodging establishments; and
WHEREAS, the Planning Commission held a public hearing to consider the matter at
its regular meeting on February 2"d, 2016 and the applicant and members of the public were
provided the opportunity to present information to the Planning Commission; and
WHEREAS, the Planning Commission has considered all of the comments and the
staff report, which are incorporated by reference into the resolution; and
WHEREAS, the Planning Commission of the City of Monticello makes the following
Findings of Fact in relation to the recommendation of approval:
1. The proposed amendment is consistent with the intent of the Monticello
Comprehensive Plan.
2. The proposed amendment will meet the requirements of the Monticello Zoning
Ordinance, subject to consideration of the proposed setback variance, including
parking, supply.

3. The proposed amendment will not create undue burdens on public systems, including
streets and utilities.
4. The proposed amendment will not create substantial impacts on neighboring land
uses that are not within the expectations of the current zoning allowances.
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City
of Monticello, Minnesota that the proposed Conditional Use Permit amendment is hereby
recommended for approval.
ADOPTED this 2nd day of February, 2016, by the Planning Commission of the City of
Monticello, Minnesota.
