City Council Resolution 1979-10RESOLUTION OPPOSING A CHANGE IN THE APPORTIONMENT OF THE VALUATION OF ELECTRIC, GAS DISTRIBUTION, AND PIPELINE COMPANIES (UTILITY COMPANIES} WHEREAS, it is proposed to change the apportionment of the valuation of utility companies; and WHEREAS, this change would reduce the allocation of the val- uation of the present Northern States Power Company's plant in Monticello; and WHEREAS, the proposed change appears to be an attempt to avoid the legislative process, sinde gross earnings or other concepts of changing the valuation to benefit the Metropolitan area and to detract from outstate communities haven't worked; and WHEREAS, there will be an increase in taxes payable by NSP since a greater valuation of utility plants will go to the Metro- politan communities where the mill rate is higher and be subtracted from outstate communities where the mill rate is lower; and WHEREAS, as a result of the shift in valuation from outstate communities to the D4etropolitan area, the rates NSP will charge and ultimately be paid by the consumer will be increased; and WHEREAS, siting new utility plants is already difficult enough without reducing the benefit to a host community; NOW, TIiEREFORE, BE IT HEREBY RESOLVED, that the City Council of Ponticello officially goes on record in opposition to this change in apportionment of valuation of utility companies.
