City Council Resolution 1977-07RESOLUTION ADOPTING WASTEWATER TREATMENT PLANT EFFLUENT QUALITY IMPROVEMENT PLAN WHEREAS, the City of Monticello has received and reviewed the above entitled report prepared by the engineering firm of Orr-Schelen-Mayeron and Associates. WHEREAS, the above entitled report was prepared to investigate potential measures to resolve the City of Monticello's high effluent quality which was in excess of the city's NPDES permit standards of BODS 25 mg~l and SS 30 mg~l. WHEREAS, the above entitled report recommends the most cost effective interim remedy measure prior to updating its present wastewater treatment plant is a chemical flocculation of raw wastewater by alum and polymer addition. WHEREAS, City of Monticello representatives met with Minnesota Pollution Control Agency officials on July 22, 1977 and the MPCA officials accepted the findings of the above entitled report and agreed to recommend a reduction of the NPDES permit quality effluent limitations to: BODS 60 mg~l, ~~ 30 mg~l f rom April 1 - October 31 and BODS 80 mg~l, SS 40 mg~l from November 1 to March 31 NOW, THEREFORE BE IT RESOLVED, that the City of Monticello does hereby adopt the above entitled report, directs that a chemical flocculation of raw wastewater by alum and polymer addition be carried out and concurs with the revised limitation for its quality effluent limitation indicated above.
