Special Parks Commission Meeting Minutes - 10/13/05
MINUTES
SPECIAL MEETING - PARKS COMMISSION
Thursday October 13, 2005 - 4:30 p.m.
Members Present:
Fran Pair, Ben Hitter, Nancy McCaffrey, Larry Nolan, Rick Traver and
Council Liaison, Tom Perrault
Members Absent:

1. Call to Order.
Chair Nolan called the meeting to order at 4:30 p.m. and declared a quorum present.
2. Review and discussion of proposed hardeourt for Groveland Park.
Park Superintendent, Adam Hawkinson submitted copies of the survey that was done by
the city in 2004, the petition submitted by residents of the Groveland development, the old
Groveland Park layout and the revised layout and sketches of the parking lot plan.
The plan for the parking lot was prepared by WSB & Associates, Inc. the City's consulting
engineer. Larry Nolan questioned why they had gone with one entrance instead of two as was
shown originally. It was thought that was done to reduce the congestion and activity that two
accesses would create. Adam Hawkinson stated that he and the Mayor had met with
residents in the area and the Mayor indicated that while the City would takc appropriate steps
to alleviate the noise and parking problems, the development of the park was going to
proceed. The City Council has stated that they do not want permanent bathrooms
constructed as part of the park development but they were open to having a shelter
constructed. The shelter is proposed to be 25' x 25' and would be located between the play
area and the hardeourt. The hardcourt was kept some distance away from the play area so that
there was a physical separation between the age levels of children using the park. Adam
Hawkinson stated he had the specifications for the hardcourt prepared and had gotten some
bids back. Although not all of the bids arc in what has come in so far have been reasonable in
price. The dimensions of the hardcourt is 70' x 35'. It is proposed to be asphalt with a
concrete perimeter. The possibility of the hardeourt being flooded in the winter was
discussed.
The time lfame f(lr this project is to have the hardcourt started in October and completed yet
this year. The parking lot would be done in the spring of 2006. The Parks Commission noted
that the City requires other facilities to comply with parking lot requirements and they felt the
City should get the parking lot done as soon as possible.
Larry Nolan noted that the City had not received any written comments on the proposed
hardcourt l()r the Groveland area nor was there anyone in attendance at this meeting who
spoke for or against the proposed hardcourt.

FRAN FAIR MOVED TO PROCEED WITH THE CONSTRUCTION OF TJ-IE
IIARDCOURT FOR THE GROVELAND PARK. RICK TRA VER SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY.
Adam Hawkinson brought up an incident that had taken place with the rental of Ellison Park
where the people using the park facility would not clear out for the people who had rented the
park. Adam Hawkinson was having 5" x ] 0" signs made up stating when the facility was
rented, the facility would not be available for others to use. Adam Hawkinson provided the
Parks Commission with brief explanation of the park reservation process. He also noted that
they ordered some additional park regulation signs and had modified the sign to read in-line
skating instead of rollerblading.
Larry Nolan asked about the Club West development adjacent to PinewoodElementary
School and wanted to make sure that the developer restored the pathway as soon as possible.
It was also suggested that a caution sign might be warranted where the entrance to the
development crossed the pathway. The Parks Commission directed Adam I lawkinson to
check into this.
