RESOLUTION NO. PC- 2016 -013
RECOMMENDING APPROVAL OF
A REZONING FROM A - 09 AGRICULTURE OPEN SPACE TO R -19 SINGLE
FAMILY RESIDENTIAL TO ACCOMMODATE UPGRADES TO A Ire -12 SCHOOL
FACILITY (PINEWOOD ELEMENTARY SCHOOL)
WHEREAS, the applicant is proposing to construct changes to the parking and circulation
areas accessory to an existing school building; and
WHEREAS, the subject property is currently zoned A -O, Agriculture Open Space, in which
school facilities are not permitted; and
WHEREAS, the subject property is proposed to be zoned R -1, Single Family Residential, in
which schools are allowed as a conditional use; and
WHEREAS, the proposed parking circulation changes will improve vehicular and pedestrian
safety; and
WHEREAS, the proposed parking and circulation changes are consistent with the relevant
general and conditional zoning requirements of the R -1 District; and
WHEREAS, the remaining site and building improvements on the subject property are not
affected by the proposed construction; and
WHEREAS, the subject property is guided for "Places for Community" in the official
Comprehensive Plan; and
WHEREAS, the Planning Commission held a public hearing to consider the matter at its
regular meeting on May 3rd, 2016 and the applicant and members of the public were provided .
the opportunity to present infon-nation to the Planning Commission; and
UlKEREAS, the Planning Commission has considered all of the comments and the staff
report, which are incorporated by reference into the resolution; and
WHEREAS, the Planning Commission of the City of Monticello makes the following
Findings of Fact in relation to the recommendation of approval:
1. The proposed rezoning is consistent with the intent of the Monticello Comprehensive
Plan.
2. The proposed rezoning will meet the requirements of the Monticello Zoning
Ordinance.

3. The proposed rezoning will not create undue burdens on public systems, including
streets and utilities.
4. The proposed rezoning will not create substantial impacts, visual or otherwise, on
neighboring land uses.

Monticello, Minnesota that the proposed rezoning is hereby recommended for approval.
ADOPTED this 3rd day of May, 2016, by the Planning Commission of the City of
Monticello, Minnesota.
