PC -2016 -014 RECOMMENDING APPROVAL OF A CONDITIONAL USE PERMIT FOR K -112 SCHOOL FACILITY (PINEWOOD ELEMENTARY SCHOOL) �N THE R -1 ZONING DISTRICT WHEREAS, the applicant is proposing to construct changes to the parking and circulation areas accessory to an existing school building; and WHEREAS, the subject property is proposed to be zoned R -1, Single Family Residential, in which schools are allowed as a conditional use; and WHEREAS, the proposed parking circulation changes will improve vehicular and pedestrian safety; and WHEREAS, the proposed parking and circulation changes are consistent with the relevant general and conditional zoning requirements of the R -1 District; and WHEREAS, the remaining site and building improvements on the subject property are not affected by the proposed construction; and WHEREAS, the Planning Commission held a public hearing to consider the matter at its regular meeting on May 3rd, 2016 and the applicant and members of the public were provided the opportunity to present information to the Plaluzing Commission; and WHEREAS, the Planning Commission has considered all of the comments and the staff report, which are incorporated by reference into the resolution; and WHEREAS, the Planning Commission of the City of Monticello makes the following Findings of Fact in relation to the recommendation of approval: 1. The proposed construction is consistent with the intent of the Monticello Comprehensive Plan. 2. The proposed construction will meet the requirements of the Monticello Zoning Ordinance. 3. The proposed construction will not create undue burdens on public systems, including streets and utilities. 4. The proposed construction will not create substantial impacts, visual or otherwise, on neighboring land uses. CHTY OF MONTICELLO WRIGHT COUNTY9 MINNESOTA PLANNING COMIMISSION RESOLUTION NO. PC- 2016 -014 NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of Monticello, Minnesota that the proposed Conditional Use Permit is hereby recommended for approval, subject to the following conditions: 1. Supplementary landscaping is provided to replace some of the trees removed due to the parking lot expansion, and to increase the buffering impact from the new parking lot and driveway aisles, where appropriate. 2. Compliance with the terms of the City Engineer's review letter dated April 27, 2016. 3. Comments and recommendations of other staff and Planning Commission.
