Planning Commission Resolution 2016-017CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA PLANNING COMMISSION RESOLUTION NO. PC- 2016 -017 RECOMENDING APPROVAL OF AN ORDINANCE AMENDING THE ZONING ORDINANCE ADDING ACCESSORY BULK FUEL S'T'ORAGE AS A CONDITIONAL USE IN THE I -1 AND I -2 ZONING DISTRICTS WHEREAS, the applicant has submitted a request to install bulk fuel dispensing storage tanks as an accessory use on its I -1, Light Industrial zoned property; and WHEREAS, the zoning ordinance provides for such tanks in other districts, but does not currently allow them as an accessory use in the I -1 District; and WHEREAS, the fueling of company vehicles is a common accessory activity for industrial facilities; and WHEREAS, the Monticello Zoning Ordinance provides a framework for allowing such facilities on commercial and industrial property; and WHEREAS, the proposed amendment would facilitate the allowance for such facilities in a reasonable and orderly manner; and WHEREAS, the Planning Commission held a public hearing on June 7th, 2016 on the application and the applicant and members of the public were provided the opportunity to present information to the Planning Commission; and WHEREAS, the Planning Commission has considered all of the comments and the staff report, which are incorporated by reference into the resolution; and WHEREAS, the Planning Commission of the City of Monticello makes the following Findings of Fact in relation to the recommendation of approval: 1. Bulk Fuel dispensing and storage is a common and reasonable accessory activity in industrial areas. 2. The Conditional Use Permit process accommodates the use with reasonable controls to ensure compatibility with the intent of the district. 3. The proposed amendment prohibits retail sales to minimize the potential for conflicts between retail and industrial traffic in the area. 4. The proposed amendment is consistent with the purpose and intent of the Industrial zoning districts in which it is effective. CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA PLANNING COMMISSION RESOLUTION NO. PC- 2016 -017 NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of Monticello, Minnesota, that the Planning Commission hereby recommends that the Monticello City Council approves the ordinance.
