Planning Commission Resolution 2016-022CITY OF MONTWELLO WRIGHT COUNTY, MINNNESOTA PLANNING COMMISSION RESOLUTION NO. PC- 2016 -022 RECOMENDING APPROVAL OF A PRELIMINARY AND FINAL PLAT FOR MONTICELLO HIGH SCHOOL ADDITION WHEREAS, the applicant has submitted a request to rezone its school campus at 5225 School Boulevard to PUD, Planned Unit Development District; and WHEREAS, the applicant concurrently proposes to plat the property into one parcel and one outlot with multiple principal buildings and shared uses; and WHEREAS, the site is guided for institutional uses under the label "Places for Community" in the City's Comprehensive Plan; and WHEREAS, the property will change in scope and intensity, but not land use; and WHEREAS, the proposed Plat, along with the companion PUD, are consistent with the long -terin use and development of the property for public schools; and WHEREAS, the Planning Commission held a public hearing on June 7, 2016 on the application and the applicant and members of the public were provided the opportunity to present information to the Planning Commission; and WHEREAS, the Planning Commission has considered all of the comments and the staff report, which are incorporated by reference into the resolution; and WHEREAS, the Planning Commission of the City of Monticello makes the following Findings of Fact in relation to the recommendation of approval: 1. The proposed Plat provides an appropriate means of furthering the intent of the Comprehensive Plan for the site. 2. The use of the site for public schools is consistent with the, direction of the Comprehensive Plan for "Places for Community ". 3. The improvements proposed for the site under the Plat and Development Stage PUD are consistent with the requirements of the zoning ordinance. 4. The proposed improvements will have negligible impacts on public services, including sewer, water, stormwater treatment, or traffic. CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA PLANNING COMMISSION RESOLUTION NO. PC- 2016 -022 NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of Monticello, Minnesota, that the Planning Commission hereby recommends that the Monticello City Council approves the Rezoning and Development Stage PUD, subject to the conditions listed in Exhibit Z as follows: 1. Verification of compliance with Lighting ordinance requirements. 2. Substitution of tree planting requirement with perennial plantings as shown in the approved landscaping plan. 3. Compliance with the terms of the City Engineer's letter dated June 1, 2016. 4. Conditions recommended by other City staff.
