1. Call to Order
Bill Demeules called the meeting to order at 3:00 p.m.
2. Purpose
The purpose of the special meeting is to consider a contract with WSB for a Limited
Phase II Environmental Site Assessment (ESA) for 130 East Broadway or a Limited
Phase II ESA for 130 East Broadway, 200 East Broadway and 316 Pine Street.
3. Consideration of Authorizing a Contract with WSB for a Limited Phase II ESA of
130 East Broadway or a Limited Phase II ESA of 130 East Broadway, 200 East
Broadway and 316 Pine Street
Angela Schumann provided background information on the topic of consideration. Ryan
Spencer, WSB, presented information regarding the Phase I findings at 100 East
Broadway, 130 East Broadway 200 East Broadway and 316 Pine Street which is the
location of the historically closed site at TDS Telecom for an underground tank leak. He
continued by explaining the Limited Phase II ESA consideration is a recommendation as
a follow up to the Phase I. The Limited Phase II ESA would allow further investigation
of the sites in Block 34 related to the findings of RECs (Recognized Environmental
conditions).
Two City water wells are located about 50 feet and 100 feet respectively from the 130
East Broadway. Since the wells are at 250 and 260 feet deep, they are in an aquifer that
is distinct and separated from the static ground water by layers of thick clays and bedrock
deposits.
Ryan then reviewed details of the proposed scope of work and the cost. The quote for the
Limited Phase II ESA at 130 East Broadway is $9,530. The cost for the enlarged
Phase II scope of work adding 200 East Broadway and 316 Pine Street is $14,227.
Discussion ensued regarding the merits of pursuing the Phase II studies. It may be
beneficial to know the extent of the contamination in the soils. The MPCA has had an

intense focus on harmful vapors in recent years. City Administrator O'Neill noted that
the MPCA and MN -DEED have funding that could be helpful if there is contamination
which is subject to immediate clean -up /mitigation. Member Johnson noted that most
developers like to come into a situation where the site is clean and has fewer
complicated issues to deal with.
The MPCA would likely dictate the actions that are taken at the site during
redevelopment regarding reuse or disposal of contaminated soils. Some of the soils may
be able to be reused on the site while some of them may have to be disposed of in a
regulated manner in a landfill.
Members discussed whether other EDA and privately owned parcels near this area should
be looked at now for possible efficiency in expenditure of funds for any Phase II work.
Ryan explained that Phase I studies have a shelf life of approximately one year. Phase II
data will be useful for any future party that will come into the mix and redevelop the site
at any point in time; one year or ten years into the future.
Matt Theisen, City Water and Sewer Superintendent, described work that Public Works
will be doing later this summer regarding water lines in this area. It might make sense to
combine a Phase II with the Public Works' project to gain cost efficiencies.
HINZ MOVED TO AUTHORIZE A CONTRACT AGREEMENT WITH WSB &
ASSOCIATES FOR A LIMITED PHASE Il ENVIRONMENTAL SITE ASSESSMENT
AS RELATED TO THE RECOGNIZED ENVIRONMENTAL CONDITIONS AT 130
EAST BROADWAY, 200 EAST BORADWAY AND 316 PINE STREET, WITH
COSTS NOT TO EXCEED $14,227. JOHNSON SECONDED THE MOTION.
Members discussed the possible need to do test borings on the EDA property on the north
side of Broadway. Ryan Spencer indicated two additional test sites may help add
information in the discovery process.
HINZ MOVED TO AMEND THE AUTHORIZATION TO NOT EXCEED A COST OF
$16,000. JOHNSON SECONDED THE AMENDED MOTION. MOTION CARRIED
5 -2. TAPPER AND PERRAULT VOTED NO.

TAPPER MOVED TO ADJOURN THE SPECIAL MEETING AT 4:10 P.M.
HINZ SECONDED THE MOTION. MOTION CARRIED 7 -0.
