Economic Development Report Economic Development – Vision & Long-Range Planning The amendments proposed to the Comprehensive Plan for Chapter 2- Community Context and Chapter 4 – Economic Development will be presented in a public hearing to the Planning Commission on June 4th, 2013. The Economic Development chapter, along with the policy statements found in the “Places to Work” portion of Chapter 3 - Land Use, are the City’s foundation for economic development. The information developed for the Comp Plan is then carried forward into action through:  Development and implementation of business subsidy and loan programs  Capital improvement planning for infrastructure supporting business land areas  Annual workplans for the IEDC and EDA  TIF utilization in strategic areas in support of the plan  Lead development and marketing As such, if ultimately approved by the City Council, the Comp Plan’s Economic Development Chapter will be a primary tool for reference in developing the IEDC’s 2014 workplan. The IEDC previously reviewed and recommended approval of these amendments in April. The EDA reviewed and recommended approval of the amendments in May. The drafts of both chapters being presented to the Planning Commission are included with this report for reference. Also included is the IEDC’s 2013 workplan. Business & Industry Tours/Grow MN Visits Just a reminder that the IEDC directed staff to coordinate with the Chamber on scheduling industry and business tours in concert with GrowMN visits. Doing so eliminates redundancy for businesses. The Chamber will be bringing to the meeting an updated list of businesses to be interviewed paired with the IEDC member who signed up as the contact. When IEDC members make contact with the business, please remember to inquire whether a tour would be possible as a secondary part of the interview date. Once interview/tours are confirmed, IEDC members will receive a email invite. In addition, in talking with the Chamber, they will be scheduling industry visits for the new Monticello Royalty candidates. Once those tours are scheduled, the IEDC will receive an email invite to attend those tours, as well. IEDC Agenda: 06/04/13 2 Economic Development Services In May, the EDA authorized WSB to prepare a contract for economic development services for review by the EDA in June. The City Council subsequently approved 50% of the proposed funding necessary for WSB’s consulting economic development services, subject to review and approval of a contract for services. As such, final decision on the contract is anticipated to be made by both the Council and EDA sometime in June. One of the offerings of WSB’s service package was a land/lease inventory called “InfoTracker”. A description of InfoTacker is attached to this report. The tool is interactive digital tool being developed to allow businesses and community members to upload information on land and lease availability. Staff have requested that, if the contract for services is approved, WSB attend an upcoming IEDC meeting to describe their InfoTracker feature in more detail and provide a demonstration to IEDC members. Industrial Building Materials Amendment The amendment relating to industrial building material requirements was approved by the City Council 4-1 on May 28th. The amendment goes into effect upon publication, which is planned to occur the week of this report. Thanks again to Wayne Elam and Mary Barger for their assistance with the ordinance development. Staff will rely on the IEDC and business community to convey any issues with the new ordinances as it is applied. I-94 Coalition Update On May 13, 2013 , St. Michael Mayor Jerry Zachman and IEDC member Wayne Elam attended the City Council meeting on behalf of the I-94 Coalition. The two were able to speak to the value of the coalition, the use of contributed funds and the progress being made as a result of the organization’s efforts. After a discussion and question period, the City Council voted 5-0 to support a contribution to the I-94 Coalition. The minutes of that meeting are attached for reference on the discussion and decision. The State Legislature approved $300 Million in support of the Corridors for Commerce program. There is some chance that a portion of these funds could be applied to improving I- 94. Staff will continue to provide updates on this possibility as it develops. TAC Update A verbal update on progress related to the Fallon Avenue overpass and second river crossing will be presented at the meeting. IEDC Agenda: 06/04/13 3 Building/Development Activity Please find attached a copy of the department update PowerPoint presentation prepared by the Building Department and presented to the City Council on May 29th. I-94 Construction from St. Michael to Monticello Work begins on Monday, June 3rd on the stretch of interstate between St. Michael and Monticello. This work is intended to aid in preserving the existing pavement and provide a smoother surface for the estimated 70,000 vehicles traveling the route daily. MnDOT estimates that resurfacing will extend the life of the roadway10-12 service years and decrease short-term maintenance. MnDOT will also be resurfacing the shoulders and ramps at Highway 241 and County Road 37 as part of the project. According to MnDOT, there will be periodic single lane closures during non-rush hours, reduced speeds, lane shifts and overnight ramp closures. More information is available at http://www.dot.state.mn.us/d3/i94/commute.html Industry of the Year 2013 A question was raised regarding timing and planning for the Industry of the Year program. The IEDC and EDA begin the application process in August, with the voting for award in September and award presentation and breakfast occurring in October, in conjunction with Minnesota Manufacturer’s Week. Positively Minnesota publishes a number of resources and ideas for recognizing the manufacturing during that week. Staff will bring further information on potential events and activities to the July IEDC meeting for discussion on possible implementation as part of this year’s recognition. Xcel Energy – Energy Efficiency Outreach Xcel Energy is launching an Energy Efficiency campaign in Monticello, beginning in July of 2013. The focused outreach in the community will run through October of this year. Xcel has met with the City and Chamber to develop ways to promote the company’s energy efficiency programs. For businesses, this campaign will direct attention on ways to use Xcel’s existing programs for conservation, renewables and billing – all in the interest of lowering costs and increasing energy efficiency. Already, information on the programs is available on the City’s website and through the Department of Building Safety. A Chamber lunch program has also been put on the calendar. Information hand-outs on business energy efficiency will be provided at the IEDC meeting. IEDC members can also visit: http://www.xcelenergy.com/Save_Money_&_Energy IEDC Agenda: 06/04/13 4 Paddle, Pedal, Play The City Council approved a sidewalk sale permit for a new river recreation program being offered by Hoglund Transportation. See attached Council report and description for more details. Please note that the report identifies the use of Block 34. The correct location is Block 52 and the Walnut Street Parking Lot. Objective: The IEDC is dedicated to being pro-active in following the guidelines established in the Monticello Comprehensive Plan. CityCouncilAgenda:05/28/13 1 5J.ConsiderationofauthorizingHoglundTransportationtoutilizeBlock34parkinglot andsidewalksforprovidingrivertripsunderthecity’sTransientMerchantcode (JO) A.REFERENCEANDBACKGROUND: CityCouncilisaskedtoconsidergrantingHoglundTransportationpermissiontoutilize theWalnutStreetparkinglotandsidewalksonBlock34forthepurposeofoperatinga rivershuttleservice.Afterreviewinglocalordinancesandstandards,itappearsthatthis activitycouldqualifyasa“sidewalksale”whichwouldmeanstheactivitywouldbe exemptedfromthetransientmerchantpermittingprocess.However,sidewalksalesbya vendorwhoisnotthepropertyowneroradjacentpropertyowner,thoughexemptedfrom thepermittingprocess,mustbefirstauthorizedbytheCityCouncil.Theapprovalwould extendforoneyearandcouldincludeconditionsofoperation,ifdesired. History Asyouknow,foryearsthecommunityhasbeentryingtofindwaystobetterutilizethe MississippiRiverasanamenitytoenjoy,aswellasfindwaystoutilizethisassetfor economicdevelopmentinthedowntownarea.IncreasinguseoftheMississippiRiveras anassetwasoneofthefourkeygoalsidentifiedintheBusinessRetentionStudy conductedin2011andidentifiedintheEmbraceDowntownplan.Theprogramproposed byHoglundTransportationhasevolvedrapidlyandhasincludedinputandcollaboration withWrightCounty,Citystaff,ReSTOREMonticelloleadershipgroup,MayorHerbst, andtheChamberofCommerce.Itshouldbenotedthattheprogramshouldbeconstrued asaworkinprogress,withadjustmentslikelyastheprogramevolves. Lastyear,someprogresswasmadeinpromotinggreateruseoftheriverthrough programmedrivertripsviatheMonticelloCommunityCenterwhereadvanced registrationwasrequired.Althoughthiswasagoodstart,itbecameevidentthattomore fullyutilizetheriverasanassetandtogeneratemoreusesandassociatedbenefits,we neededtofindawaytoenablepeopletomoreeasilyaccesstheriverontheirschedule. AfterdiscussingideaswithClearwaterOutfitters,itbecameevidentthattheorganization, thoughbeautifullyequippedtoconductorganizedevents,doesnotcurrentlyhavethe staff,vehiclesandlicensingneededtooperateaconsumerimpulse-drivenrivershuttle service.Ontheotherhand,KariandJoeKounkel,asoperatorsofasuccessful transportationcompanyandhavingpersonalknowledgeandinterestincanoeingand kayaking,foundtheideaofdevelopingandoperatingashuttleservicetobequite compellingandarepresentingaplanaccordinglyforimplementationthissummer. Howitwouldwork TheKounkelsplanonbuyingtheneededcanoesandkayaksandwouldutilizeexisting vehiclesintheirinventoryfortransportingtherecreationalequipment.Hoglund Transportationisexploringwhethertheywillbeabletoutilizeexistingemployeesin operationoftheservice.Thisbusinessventurecouldenablethemtoemploydriversthat CityCouncilAgenda:05/28/13 2 arenormallylaidofforhavereducedhoursduringthesummermonths.Asanalternate, HoglundTransportationwouldbeabletoaddadditionalpart-timeemployees. Anoutfittedbuswouldbeidentifiedasthecentralpointforconsumercontact,which wouldbesituatedinamunicipalparkinglot,mostlikelytheWalnutStreetlotatBlock 34,whichisthelotacrossfromWestBridgePark.Customersthatwishtoutilizethe shuttleservicewouldmeetthebusandpayfortheserviceatthislocation,thenbe shuttledtoadropoffpoint.Itisexpectedthatthemajordropoffpointwillbe MontissippiPark,butotherpointsforaccessingtherivercouldbeusedaswell.Please notethatWrightCountyParkAdministratorMarcMatticefullysupportstheuseofthe landingatMontissippiParkforthispurposeasdescribed.HeexplainedthatMontissippi Parkhasapublicaccessthatisavailableforbothgeneralpublicandcommercialuseas proposed.Itshouldbenotedthattheactualcommercialtransactioncomponentcouldnot occurwithinMontissippiParkitself.Usersoftheservicewouldhavetheoptionof floatingtopick-uppointsthatcouldincludeEllisonPark,WestBridgePark,or “Lilypond”OtsegoParkinOtsegowhichisactuallyaWrightCountypark.Theshuttle servicewouldthenbringparticipantsbacktothestartingpointindowntownMonticello. Theschedulefortheservicehasnotbeendetermined,butitislikelythatthelastcanoe wouldnotbelaunchedafter4:00PM.Additionally,itisanticipatedthattheservicewill beofferedduringtheweekandweekends.Hoglundhasindicatedthattheyarewillingto modifytheirschedulebasedondemand. ItisalsoproposedthattheoperatorbeallowedtoplacekayaksatWestBridgeorEast BridgeParkfortemporarystorageandtohighlighttheavailabilityofriverrecreationin Monticello.Thepreciselocationandnumberofcraftistobereviewedandapprovedby theParksDepartment. Finally,asnoted,thisprogramwillbeaworkinprogress.Ifitbecomessopopularthat Block34istoosmalltoaccommodatetheoperationandtheadjacentexistingbusiness uses,thenitcouldbemovedtoanotherparkinglot.Itwouldbeagoodproblemtohave ifwefindthattheoperationoutgrowsparkinglotcapacityinthedowntownarea. Also,itishopedthatgreateruseofthepublicaccessatEllisonParkwillnotimpactthe enjoymentoftheparkbyothersinanegativeway.Itshouldbenotedthatstaffwillbe monitoringthetrafficforunforeseenproblemsthatcouldarisefromgreateractivity. A1.BudgetImpact:NodirectcosttotheCityisforeseenatthispointintimeasthe proposalcallsforusingexistingparkingandparkfacilities.Thisprojectcanbe viewedasaneconomicdevelopmentinitiativethatislikelytonotonlyresultina positiveimpactforalocal,long-standingMonticellobusiness,butalsoforthe downtownareabusinesseswhowillbeestablishingpartnershipswiththisventure. A2.StaffWorkloadImpact:Theactivity,ifitbecomesverypopular,couldresultin someimpactsoncityparksintermsofadditionalmaintenanceandupkeep.This would,forthemostpart,beagoodproblemtohaveasitwouldbeevidenceof CityCouncilAgenda:05/28/13 3 successinpromotinggreateruseoftheMississippiRiverasanamenityandasset supportingeconomicdevelopment. B.ALTERNATIVEACTIONS: 1.MotiontoauthorizeHoglundTransportationtoutilizethesidewalksandWalnut StreetmunicipalparkinglotofBlock34underthecity’sTransientMerchant ordinance,specificallytoconducta“sidewalksale”forprovisionofrivertrips. a.Approvalsubjecttomodificationdependingonactualimpactonthearea intermsofparkinganddemandandactivity.Thegoalbeingtoallowand supportuseoftheparkinglotforrivershuttleservice,withoutnegatively impactingparkingneededforbusinessesinthearea. b.Contactwithlocalbusinessesrequiredforthepurposeoflearningabout currentparkingpatternsforguidingtheoperationoftheshuttleserviceuse oftheparkinglotandthusminimizingimpact. 2.MotiontodenyauthorizationforHoglundTransportationtousethesidewalksand municipalparkinglotofBlock34toproviderivertrips. 3.Motiontotableforfurtherstudy. Councilcouldselectthisoptionifamorerefinedplanisdesiredpriortoapproval. C.STAFFRECOMMENDATION: CitystaffrecommendsAlternative#1. D.SUPPORTINGDATA: KariandJoeKounkelofHoglundTransportationwillbepresenttodescribetheprogram inmoredetailandtoansweranyquestionsoftheCouncil. www.PaddlePedalofMonti.com Thenewentitywilloffercanoes, kayaks,tubes,stand-uppaddle boards(lakeuseonly),andbikes- alongwithalltheusualsafety equipment(lifejackets,helmets, andpaddles)andsomeextras (waterprooflunchboxandbike baskets)forrent.Theeventual goalwouldbetoofferwinter recreationitemsaswell(cross countryskisandsnowshoes). Paddlerswillregisterinadvance, andwillhavetheoptionof purchasingalunchboxthatwillbe waitingforthemwhentheyare donewiththeiradventure.Some mighttakeitwiththemforamid- journeypicnic. Snacksanddrinkswillbeavailable inthebus/office.Avarietyof otherbusinesspromotionswillbe availabletoo,forwhatever businesseschoosetoprovide somethingtodrawbusinessto them. Uponarrival,paddlerswill completeawaiver,undergo orientation,andthenbeshuttled tothestartoftheiradventure. Thereshouldbe,atfirst,two options.Thefirstwillbeashorter journeyandthesecondlonger. Wehaveonlyjuststarted researchingthevariouspossible paths. Thejourneyendswherethe vehiclesareparkedoratasecond locationwheretheywillbeableto rentabiketoridebacktotheir vehicles.Themobileofficewill meetthemthere,whichsaves havingtoworryaboutdifferent exitpoints. Wewillalsoofferguidedtripsfor newbies.We’dliketostartwitha runafewdaysbeforetheofficial initialrun,andwillneedtofind peopleinterestedinparticipating intheinauguralrun. Thebestpart?Thiscompanywill donatetenpercentofthenet revenuetoanas-yet undeterminednon-profit organizationthatpreserves naturalresources,withafuture goalofdonatingtenpercentofthe grossrevenue.
