A verbal report will be provided during the regular meeting.
Minnesota Manufacturer’s Week
In addition to the Industry of the Year event discussed in a subsequent IEDC agenda
item, there are a number of other events planned throughout the state for Minnesota
Manufacturer’s Week, October 22nd – 28th. Two of particular note include the
Statewide Tour of Manufacturing (information attached) and an October 11th
manufacturer’s panel discussion in Cokato hosted by the Wright County Economic
Development Partnership. At the time of this report, staff was awaiting more detail
on the WCEDP event and will provide additional information at the Sept. 4th meeting.
Embracing Downtown/TIF District Update
Progress continues to be made in support of the Embracing Downtown plan. City
Administrator Jeff O’Neill and myself will staff the Downtown Leadership Team and
Steering Committees in order to provide City representation and will continue to
provide staff assistance to the group’s marketing and outreach efforts.
In terms of progress on the ground, staff is working with Ehlers & Associates to
understand the redevelopment potential and costs on Block 34 (SE corner of TH
25/CSAH 75), including business relocations and redevelopment of businesses and
the completion of intersection improvements.
The EDA has also approved the completion of the “knockdown analysis” for District
1-22. This analysis will yield information on the amount of increment available for
redevelopment projects within the district. The analysis is critical in aiding the City
in its understanding of all the tools and funds available to accomplish redevelopment
objectives.
Fred’s Auto
The EDA closed on the Fred’s Auto property (349 W. Broadway) on Wednesday,
August 8th. The building is insured in the EDA’s name and has been winterized.
The Phase I environmental completed on the site revealed likely contamination
resulting from a spill/leak from an underground storage tank. Braun Intertec is
completing the required Limited Scope Investigation (LSI), which is the next step in
understanding the level of contamination and site remediation. From that point, staff
will work with the Dept. of Commerce Petrofund to begin remediation efforts based
on their requirements for up to 90% reimbursement of cost.

Monticello Ford Site
The City of Monticello has received an application for Collaborative Stage PUD for
the former Monticello Ford site. The application, submitted by Cornerstone
Chevrolet, will be reviewed in a joint session by the Planning Commission and City
Council on September 4th at 5:00 PM. The application illustrates the conversion of
the site to a Chevrolet vehicle sales use.
Business Expansions & Remodels
Tire Service Inc has applied for a permit to add 1620 square feet to their existing
building. Walker In-Store has submitted a permit application for an interior remodel.
WSI has submitted a permit application for a 47,000 square foot addition to their
existing building, and Dr. Wong at Lakeland Dental received permits to remodel the
old Monticello Times building. Our thanks and congratulations to each of these
businesses for their continued investments in the community.
7th Street Feasibility Report
On August 27th, the City Council authorized the preparation of a Feasibility Report
addressing proposed improvements to extend West 7th Street between Minnesota
Street and Elm Street. These improvements will provide a more direct connection
between East CR 39 and the properties along West 7th Street between Interstate 94
and 6th Street, providing an alternate route to Chelsea Road and/or West 6th Street
between East CR 39 and TH 25. The connection will serve to complete the frontage
road system north of Interstate 94, which was previously identified as a requirement
for constructing a new interchange along Interstate 94 on the west side of the City by
both Mn/DOT and the Federal Highway Administration. These improvements will
also allow the adjacent undeveloped properties to be more easily marketed and
developed.
The extension of West 7th Street between Minnesota and Elm Streets is identified as
a proposed improvement in the City’s Transportation Plan, and is also included in the
City’s current 5-year Capital Improvement Plan as a proposed improvement for 2013.
Additional information on this proposed improvement will be provided as the project
progresses.

5. Consideration to approve a Budget, Date, Criteria and Committee for Industry of the Year
Event (AS)
A. REFERENCE & BACKGROUND:
The IEDC is asked to consider action items related to a 2012 Industry of the Year event.
The IEDC has hosted two prior successful Industry of the Year Award events. In 2011, the
event was held on October 19, 2011 in conjunction with the annual Minnesota Manufacturer’s
Week. Aroplax received the 2012 award.
This year’s Manufacturing Week is October 22 -28th. In order to coordinate an event to
coincide with Manufacturer’s Week, staff is asking the IEDC to move forward with four
specific action steps.
1. Approve a $500.00 budget for the event
This amount is requested to cover cost of breakfast, award plaque and promotional
materials. The amount would be taken from the Economic Development Department’s
General Fund budget.
2. Set a date for the event.
Staff would propose Thursday, October 25th from 7:30-8:30 AM.
3. Provide recommendations on a featured topic and speaker for the event
Past presentations have come from the Minneapolis Federal Reserve, Riverwood Bank
and Greater MSP.
In 2011, the intended featured speaker was Dr. Fred Zimmerman, who was to speak on the
“Importance of Manufacturing”. Dr. Zimmerman was unable to attend the event due to
unforeseen circumstances.
For 2012, the IEDC may wish to invite Dr. Zimmerman back to speak, or may wish to
address a different topic. Such topics may include Minnesota’s employment picture, 2010
Census data and what it means to local business, or take-away strategies to attract and
retain skilled and motivated workers, just to name a few.
With input from the IEDC, staff will immediately begin work on securing a presenter.
4. Review and confirm Industry of the Year criteria for 2012 process
The current criteria was approved by the IEDC in 2011. The IEDC is asked to confirm
that the criteria are appropriate as written and that no additional changes or additions to
the criteria are warranted for 2012.

5. Appoint a committee of IEDC to Award Review Committee
In 2011, a group of three IEDC representatives assisted in reviewing all received industry
nominations and then narrowed the nominations to three candidates. The committee
completed additional research on the candidates in order to help the full IEDC make a
decision on the final selection. For 2012, staff is again requesting the assistance of a small
IEDC subcommittee for award selection. The group will also assist staff in coordinating
the award event.
The IEDC will be asked to make their final selection on the Industry of the Year award
winner at their October regular meeting.
B. ALTERNATIVE ACTIONS:
1. Motion to approve a budget of $____ for the Industry of the Year Award, adopt Industry of
the Year Award criteria as presented, set a date of October _____, 2012 for the Industry of the
Year Award event and appoint members _____________ to the Award Subcommittee.
2. Motion denying moving forward with an Industry of the Year Award and recognition event.
3. Motion to table for further discussion.
C. STAFF RECOMMENDATION:
Staff recommends proceeding with the Industry of the Year award as outlined above,
deferring to the IEDC on their recommendations related to the criteria and presentation topic.
This event is an important recognition of the contribution that manufacturers and industries
play in Monticello. With the recent growth and expansion on many Monticello industries,
this event is a visible acknowledgment of local industry by both the IEDC and City of
Monticello.
Should the IEDC recommend moving forward with this event, staff will send the award

INDUSTRIAL AND ECONOMIC DEVELOPMENT
COMMITTEE AND ECONOMIC DEVELOPMENT AUTHORITY
INDUSTRY OF THE YEAR AWARD
Purpose:
The IEDC and EDA desire to recognize industries within Monticello that exhibit business
excellence, innovation, community involvement, high level of customer and emp loyee relations,
and driver of economic growth. The Industry of the Year award will be given to one business
each year at an industry recognition event.
Eligibility:
Industry shall be defined as follows: a business that performs a majority of their commercial
activity with other bus inesses and a minority of their commercial activity directly with the public
consumer.
Businesses in Monticello that meet the definition of industry are eligible. The company must be
established for at least five years. Upon receiving an award, said business will not be eligible for
at least three years.
Process:
The IEDC will nominate three businesses in August of each year to be considered for the
Industry of the Year. Staff and two members of the IEDC will conduct an on-site interview with
each nominee. At the September IEDC meeting, the Committee will vote to select one business
to receive the Industry of the Year award. The IEDC will forward the nomination to the EDA.
The EDA will determine the final candidate based on a majority vote.
Criteria for Evaluation:
- Business excellence: Successful business practices, i.e., marketing and promotion of
business ethics; promotion of employee growth and development; contribution to its
industry; and research and development.
- Staff training, motivation, & employee engagement: Philosophy of engaging and
empowering employees. Empowered employees are proactive and persistent, and make
decisions that are consistent with the company’s strategic goals and objectives.
Organizations benefit greatly from having an e ngaged workforce. Research shows strong
connections between employee engagement and turnover, productivity, customer service,
loyalty and corporate financial performance.
- Community involvement: A demonstrated interest in the welfare of the community
thro ugh financial contributions, service and civic leadership. Actively supports the
community through participating in volunteering programs and/or events.
- Customer relations: A high level of customer confidence and excellence in customer
services and relations.
- Innovation: Creativity, entrepreneurial, and implementing innovation in business
operations, products and services. Strives to distinguish itself from other businesses in
their industry.
- Economic Growth: Continual increase in tax-base and creation of liveable wage jobs.
